BOX 52028 Akiak, AK 99552 907-765-7512 coa.ivan@yahoo.com Resolution 22-12-2 A Resolution supporting the application of the City of Akiak, for financial assistance to the Alaska Energy Authority – Renewable Energy Fund Round 15 for a two-phase proposal -Reconnaissance Study and Wind Assessment. This will result in creating a Feasibility Study & Conceptual Design to expand our community energy system with wind, solar, battery storage and wind-to-heat capabilities, along with automated controls and the necessary components to integrate a renewable energy system with our community’s diesel generator system. The addition of wind power and solar generation has the potential to dramatically decrease our community's dependence on diesel fuel for heating and power generation, lower the cost of energy for the community, and provide a tremendous public benefit to our community. WHEREAS, the City of Akiak is a municipal government recognized by the State of Alaska, and the Akiak City Council is the governing body for the community; and WHEREAS, Akiak Power Utilities is owned by City of Akiak, and is the only electrical utility to serve the community and is certified by the State of Alaska; and WHEREAS, AEA-REF i s soliciting applications t o provide financial assistance for renewable energy projects; and WHEREAS, Akiak Power Utilities and the City of Akiak desire to lower residential energy costs for residents, improve our local economy by providing skill building opportunities by expanding our renewable energy power to create local jobs; and WHEREAS, the City of Akiak and its Utility requests funding from AEA-REF in the amount of $446,50 0 to pursue assistance for a two phase project: Reconnaissance Study along with a Wind Assessment that will result in a Feasibility Study & Conceptual Design to determine how Akiak can effectively develop and integrate renewables into our diesel generation system. This Project will include assessment of a community-sized battery and the necessary controls to integrate the renewable system with our community’s diesel powerplant; and WHEREAS, Akiak designates: - Mr. Moses Owen, as the City of Akiak’s point of contact; - Mr. Dennis Meiners, Intelligent Energy Systems, LLC, a highly experienced consultant/contractor, to serve in the role of Project Manager. The contractor’s cost quotation, team resumes and contact information is included as an attachment to our application; - The City of Akiak will require the contractor to meet AEA’s requirements for reporting, and provide reports along with an oversight report to AEA to ensure all grant funds will be expended on costs directly related to the performance of the scope of work and administration and reporting of grant activities; - Ms. Pati Crofut, a highly experienced grants manager and rural utility accounting consultant and trainer to ensure the project accounting meets AEA’s requirements; - Intelligent Energy Systems, LLC as the contractor/consultant to provide local employment opportunities to train and collect data and obtain temporary labor services by coordinating with the local point of contact, as it has done with other communities the contractor/consultant has worked with. WHEREAS, the City of Akiak will commit in -kind match by providing contractors with housing and transportation while in Akiak as our community’s commitment to the Alaska Energy Authority and affirm that these funds are not being used to match any other State of Alaska grant. NOW THEREFORE BE IT RESOLVED THAT the City of Akiak through its City Council hereby supports its application to the Alaska Energy Authority’s Renewable Energy Fund - Round 1 5; and FURTHER RESOLVES that the City of Akia k and its Utility will work with the Akiak IRA Tribal Council to ensure the full community is aware of our efforts to develop a renewable energy system and reduce diesel dependence and authorizes Moses Owen, City Administrator as Akiak’s point of contact for this application to represent our community.
