A RESOLUTION REQUESTING FUNDING FROM
Alaska Energy Authority - Renewable Energy Fund- Round 15
Kipnuk Light Plant is requesting is requesting $434,000 in funds from AEA
- REF Round 15 to be used for installation and integration of a
500kW/713 kWh battery energy storage system into our current wind -
heat -diesel system. The BESS will optimize the performance of our wind
hybrid energy system.
WHEREAS, Kipnuk Light Plant is the only electric power generation
facility in the community and is owned by the Native Village of Kipnuk in
the State of Alaska, and has a duly elected governing body authorized
to act on behalf of its residents; and
WHEREAS, the Native Village of Kipnuk has appointed the board of
directors for the Kipnuk Light Plant to manage the utility as a local,
stand-alone, unregulated grid serving the entire population of our
community; and
WHEREAS, Kipnuk Light Plant received a grant of $855,978 from the US
Dept of Energy Tribal Infrastructure Program to purchase a 500kW/677
kWh Battery Energy Storage System (BESS); and
WHEREAS, Kipnuk Light Plant will provide the $855,978 as matching
funds to ensure that Kipnuk receives the greatest reduction in diesel use
from our hybrid renewable system, and will provide additional match with
local housing and transportation for contractors during their site visits.
NOW THEREFORE BE IT RESOLVED THAT THE KIPNUK LIGHT PLANT
REQUESTS FUNDING IN THE AMOUNT OF $434,000 FOR THE PURPOSE
OF:
installing and integrating a 500kW/713 kWh battery energy storage
system to optimize the performance of our wind -heat hybrid energy
system.
BE IT FURTHER RESOLVED THAT Kipnuk Light Plant is in good standing
with respect to its existing credit and federal tax obligations.
This resolution was passed by a quorum of the Kipnuk Light Plant board
of directors on November 22, 2022.
CERTIFICATION. The following resolution was passed and approved by a
duly convened meeting of the Kipnuk Light Plant Board of Directors.
