BOX 6078 NAPASKIAK, AK 99559 907-737-7989 napaskiak@cityofpka.org A Resolution supporting the City of Napaskiak as the owner of Napaskiak Electric Utilities application to the Alaska Energy Authority Renewable Energy Fund —Round 15 for financial support to develop a Reconnaissance and Feasibility Study & Conceptual Design. The Reconnaissance will detail our current power system and the other AEA requirements for this type of study, and the Feasibility & Conceptual Design will identify how a renewable energy system can be configured and the other AEA specifications to guide development. This effort builds on Napaskiak's wind resource assessment, which recommended wind -battery storage configuration with a grid -forming converter. In addition to wind, this effort will also assess solar, storage and wind -to -heat capabilities and feasibility. WHEREAS, the City of Napaskiak is a municipality recognized by the State of Alaska and is the governing body for the community of Napaskiak; and WHEREAS, the City of Napaskiak owns and works collaboratively with our utility; and WHEREAS, the City of Napaskiak also supports our community's efforts to reduce its dependence on fossil fuel; and WHEREAS, the Alaska Energy Authority Renewable Energy Fund is seeking applications for eligible renewable energy projects through the Renewable Energy Fund —Round 15 to produce renewable energy for heat and power to benefit Alaska; and WHEREAS, the City of Napaskiak and its Electric Utilities desire to pursue economic development projects, including renewable energy so projects are as cost effective as possible for our community; and WHEREAS, Napaskiak has not previously developed renewable energy projects, for this effort it will: - Designate Joe Amik, City Administrator as our community's Point of Contact; - Rely on an experienced consultant/contractor, Intelligent Energy Systems, LLC, to serve in the role of Project Manager. The contractor's cost quotation, team resumes and contact information is included as an attachment to our application; - Require reports from the contractor and provide them along with an oversight report to AEA to ensure all grant funds will be expended on costs directly related to the performance of the scope of work and administration and reporting of grant activities; Rely on Pati Crofut, a highly experienced grants manager and rural utility accounting consultant and trainer to ensure the project accounting is done to AEA requirements; Rely on the contractor/consultant to provide local employment opportunities to train and collect data and obtain temporary labor services by coordinating with the local point of contact, as it has done with other communities the contractor/consultant has worked with. WHEREAS, Napaskiak will provide matching funds in the form of local housing and transportation for the contractor, and further certifies that this match is not being used for any other State of Alaska grant. NOW THEREFORE BE IT RESOLVED the City of Napaskiak hereby supports this application to the Renewable Energy Fund —Round 15 and authorizes Joe Amik, City Administrator to represent us as an applicant for our efforts to apply for, secure, and obtain funding to invest in renewable resource development. BE IT FURTHER RESOLVED THAT the City of Napaskiak is in good standing with respect to its existing credit and federal tax obligations. FURTHER RESOLVED THAT the City of Napaskiak commits to provide the matching resources for the project at the match amounts indicated in the application. FURTHER RESOLVED THAT City of Napaskiak authorizes those individual(s) signing the application have the authority to commit the City to the obligations under the grant. CERTIFICATION.
