A Resolution supporting the City of Napaskiak as the owner of Napaskiak Electric Utilities
application to the Alaska Energy Authority Renewable Energy Fund —Round 15 for financial
support to develop a Reconnaissance and Feasibility Study & Conceptual Design. The
Reconnaissance will detail our current power system and the other AEA requirements for this
type of study, and the Feasibility & Conceptual Design will identify how a renewable energy
system can be configured and the other AEA specifications to guide development. This effort
builds on Napaskiak's wind resource assessment, which recommended wind -battery storage
configuration with a grid -forming converter. In addition to wind, this effort will also assess solar,
storage and wind -to -heat capabilities and feasibility.

the role of Project Manager. The contractor's cost quotation, team resumes and contact

consultant and trainer to ensure the project accounting is done to AEA requirements;
Rely on the contractor/consultant to provide local employment opportunities to train and
