Subject: Renewable Energy Fund (REF) Application 15002 - Nushagak Electric & Telephone Cooperative
(NETC) - Nuyakuk River Hydroelectric Project (Run of River Project)
Dear Mr. Chaney,
Thank you for applying to Round 15 of the Renewable Energy Fund. As part of the Alaska Energy Authority’s
(AEA) Stage 1 - applicant and project eligibility review, as required per regulation 3 AAC 107.635, a
determination has been made regarding your application. While we appreciate NETC’s submission for
consideration for grant funding in Round 15, the AEA review team has determined that the application regarding
NETC’s Nuyakuk River Hydroelectric Project is no longer eligible for REF grant funding for Phase I
(Reconnaissance) and Phase II (Feasibility and Conceptual Design) of the project. Per Section 1.15 of the Round
15 Request for Applications, “The per project total of Phase I and II is limited to 20% of anticipated construction
cost (Phase IV), not to exceed $2 Million.” In Rounds 13 and 14, NETC was successful in being awarded two
$1 million REF grants, for a total of $2 million REF funding for the Nuyakuk hydro project for Phase I and
Phase II activities, under grant agreements 7013001 & 7014001. As such, no further funds will be allowed for
award for Phase I or Phase II of the Nuyakuk Hydroelectric project. Should NETC wish to pursue further REF
funding for Phase III (Final Design and Permitting) and Phase IV (Construction) of the Nuyakuk Hydroelectric
project in one or more future rounds, there remains $2 million in REF grant funds for potential award.
Per REF regulation 3 AAC 107.650(a), an applicant whose application is rejected in the Stage 1 review may
request that the AEA Executive Director reconsider the decision of the Authority’s staff to reject the
application. Any request for reconsideration must be received in writing, including by email, must state the
basis for reconsideration, and must be received by close of business Friday, January 6, 2023. All appeals must
be addressed to Karin St. Clair, AEA Grants Coordinator: kstclair@akenergyauthority.org
Sincerely,
Karin St. Clair
Grants Manager
