HomeMy WebLinkAboutResolution 2019-05_CuryungCURYUNG TRIBAL COUNCIL RESOLUTION 2019-05 SUPPORTING NUSHAGAK ELECTRIC & TELEPHONE COOPERATIVE' SSNETC) CONTINUING STUDY AND EVALUATION EFFORTS FOR DEVELOPMENT OF A HYDROELECTRIC FACILITY ON THE NUYAKUK RIVER AND SUPPORT FOR THE LEGISLATION TO ALLOW ACCESS TO WOOD TIKCHIK STATE PARK (WISP) FOR THIS EFFORT WHEREAS, the Curyung Tribal Council is the federally recognized tribe of the community of Dillingham, Alaska located in the surrounding area of this effort: and WHEREAS, initial evaluation of more than sixty years of flow data show the water resource on the Nuyakuk River to have the potential electric generation capacity for several watershed communities; and WHEREAS, the responsible development of this power generation facility could have long-term beneficial economic and environmental impacts for these communities, this region and the State of Alaska; and WHEREAS, NETC has pursued the study of this resource through extensive public outreach and evaluation of available civil and environmental data; and WHEREAS, the NETC Board of Directors has adopted a Fish First resolution (Resolution 2017-30) that states the priorities of NETC when evaluating any development; and WHEREAS, NETC has received a Preliminary Permit from the Federal Energy Regulatory Commission to advance the feasibility assessment (regulatory, environmental and engineering); and WHEREAS, access to WTSP to complete these studies requires changes to enabling statutes and the Park management plan to include this site as acceptable for Hydroelectric development. NOW, THEREFORE, BE IT RESOLVED, that supports the continued study of this potential Hydroelectric site BE IT FURTHER RESOLVED, that supports the changes needed in the enabling statutes and the management plan to complete the necessary studies for project evaluation and licensing. CERTIFICATION: This resolution was duly considered and adopted by the Curyung Tribal Council in Dillingham, Alaska on this "4 day of March 2019, by a quorum of Council members.
