A RESOLUTION BY THE CITY OF FALSE PASS, ALASKA ON THE RENEWABLE ENERGY FUND GRANT
WHEREAS, the City of False Pass (City) desires assistance in funding the design and permitting of a
hydroelectric project on Unga Man Creek to provide electricity for the community and,
WHEREAS, the sole current source of electricity is from diesel generators, at a cost of approximately
$0.62 kWh, which is a significant cost to ratepayers in False Pass and,
WHEREAS, a progression of studies over the past several years has incrementally identified Unga Man
Creek as the best -suited local energy resource for our community's long-term sustainability and security:
- 2010 Renewable Energy Resource Assessment by YourClea n Energy, LLC
2015 reconnaissance study of False Pass Hydroelectric Potential by Living Systems Design, LLC
- 2015 desktop study of Unga Man Creek hydro potential by the Alaska Energy Authority
- 2016 feasibility study progress report of False Pass Hydroelectric Potential by Living Systems
Design, LLC and Polarconsult Alaska, Inc.
2022 feasibility study final report on False Pass Hydroelectric Potential by Polarconsult Alaska, Inc.
NOW THEREFORE, the City Council agrees and affirms the following:
1. The Council commits to providing the matching resources for the project as specified in the
grant application up to 15% of the total grant budget; and,
2. The Council hereby authorizes the Mayor, currently Nikki Hoblet, to sign the grant application,
and to commit the City of False Pass to the obligations under the grant; and,
3. The Council designates Mayor, currently Nikki Hoblet, as the point of contact to represent
the City for purposes of the grant application; and,
4. The Council certifies that the City is in compliance with applicable federal, state and local laws
including existing credit and federal tax obligations.
Passed and approved by a duly constituted quorum of the False Pass City Council this 13th day of
January, 2022.
