A Resolution supporting the Levelock Village Council’s application to the Alaska Energy
Authority Renewable Energy Fund —Round 14 for financial support to develop a Phase III Final
Design and Permitting report, that will identify our renewable energy system’s configuration and
specifications to guide construction, including land use, resource permits, and leases required
for construction. This effort builds on Levelock’s wind resource assessment, which
recommended wind-battery storage configuration with a grid-forming converter.
WHEREAS, the Levelock Village Council is a federally recognized Tribal entity in the State of
Alaska and is the governing body for the community of Levelock
WHEREAS, the Levelock Village Council works collaboratively with our utility, Levelock
Electrical Cooperative, Inc.; and
WHEREAS, the Levelock Village Council is actively developing a fish processing facility, which
will require substantial power; and
WHEREAS, the fish processing plant will be much more profitable if additional power is not
provided by diesel fue l, the Village Council is taking the lead to also develop a renewable
energy system to power the; and
WHEREAS, the Village Council also supports our community’s efforts to reduce its dependence
on fossil fuel; and
WHEREAS, the Alaska Energy Authority Renewable Energy Fund is seeking applications for
eligible renewable energy projects through the Renewable Energy Fund —Round 14 to produce
cost-effective renewable energy for heat and power to benefit Alaskans statewide; and
WHEREAS, Levelock and its utility desire to pursue economic development projects, including
renewable energy to ensure projects are as effective as possible for our community; and
WHEREAS, Levelock has not previously developed renewable energy projects, for this effort it
will:
- Designate Alex Tallekpalek, Tribal Council President as our communities’ Point of Contact;
- Rely on an experienced consultant/contractor, Intelligent Energy Systems, LLC, to serve in
the role of Project Manager . The contractor’s cost quotation, team resumes and contact
information is included as an attachment to our application ;

- Require reports from the contractor and provide them along with an oversight report to AEA
to ensure all grant funds will be expended on costs directly related to the performance of
the scope of work and administration and reporting of grant activitie s;
- Rely on Pati Crofut, a highly experienced grants manager and rura l utility accounting
consultant and trainer to ensure the project accounting is done as AEA requires ;
- Rely on the contractor/consultant to provide local employment opportunities to train and
collect data and obtain temporary labor services by coordinating with the local point of
contact, as it has done with other communities the contractor/consultant has worked with.
WHEREAS, Levelock will provide matching funds in the form of the U.S. Dept. of Energy -Tribal
Energy Program’s technical assistance to develop an on-the-ground inventory and assessment
of our hard assets that can be used to develop a hybrid renewable energy system, and further
certifies that this match is not being used for any other State of Alaska grant.
NOW THEREFORE BE IT RESOLVED the Levelock Village Council hereby supports this
application to the Renewable Energy Fund —Round 14 and authorizes Alex Tallekpalek, tribal
president to represent us as an applicant for our efforts to apply for, secure, and obtain funding
to invest in renewable resource development.
BE IT FURTHER RESOLVED THAT the Levelock Village Council is in good standing with
respect to its existing credit and federal tax obligations.
FURTHER RESOLVED THAT Levelock Village Council commits to provide the matching
resources for the project at the match amounts indicated in the application.
FURTHER RESOLVED THAT Levelock Village Council authorizes those individual(s) signing
the application have the authority to commit Levelock Village Council to the obligations unde r
the grant.
CERTIFICATION. The following resolution was passed and approved by a duly convened
meeting of the Levelock Village Council tribal council.
