A RESOLUTION REQUESTING FUNDING FROM
Alaska Energy Authority - Renewable Energy Fund- Round 14
Atmautluak Tribal Utilities/Atmautluak Light Plant (ALP) is requesting
$375,000 in funds from AEA - REF Round 14 to be used to complete the
installation and integration of the 250kW/377 kWh battery energy
storage system and 20 electric thermal stoves to enable upwards of
3,200 hours of diesel off operation annually, and two years of ongoing
technical assistance and advanced monitoring system to ensure overall
power productivity, improve system reliability, grid stability, increase
renewable availability and optimize overall power system operations.
WHEREAS, Atmautluak Tribal Utilities is the only electric power
generation facility in the community and is owned by the Village of
Atmautluak in the State of Alaska, and has a duly elected governing
body authorized to act on behalf of its residents; and
WHEREAS, the Village of Atmautluak has appointed the board of
directors for the Atmautluak Tribal Utilities/Atmautluak Light Plant to
manage the utility as a local, stand-alone, unregulated grid serving the
entire population of our community; and
WHEREAS, Atmautluak received a grant of $2,900,000 from the USDA
High Energy Cost Program. Construction began in the Fall of 2021 for a
200 kW wind -heat system and to integrate the energy into our power
system; and
WHEREAS, The USDA project has been subjected to a number of
unpredictable cost increases, mostly due to supply chain uncertainties
and bottlenecks; and
WHEREAS, ALP has been working with Federal and State agencies to
acquire financial support for our energy system; and
WHEREAS, Atmo Utility is providing $40,000 in matching funds through
the purchase of meters and related equipment and will also provide local
housing and transportation during site support visits.
WHEREAS, Atmautlauk is requesting AEA support Atmo to ensure its new
wind -diesel -storage -heat system is as effective as possible;
NOW THEREFORE BE IT RESOLVED THAT THE ATMAUTLUAK TRIBAL
UTILITIES/ ATMAUTLUAK LIGHT PLANT REQUESTS FUNDING IN THE
AMOUNT OF $375,000 FOR THE PURPOSE OF:
Completing the installation of the BESS along with 20 Electric Thermal
Storage (ETS) units for residential heat and improving operational
support. Specifically, funds will be used to:
1. Complete installation of BESS and ETS
2. Two years of ongoing site services and support
3. Advanced metering and monitoring including 4 calendar years of
ongoing monitoring and Commissioning
This resolution was passed by a quorum of the Atmautluak Tribal Utilities
board of directors on January 28, 2022.
CERTIFICATION. The following resolution was passed and approved by a
duly convened meeting of the Atmautluak Tribal Utilities Board of
Directors.

SECTION 14 — ADDITIONAL DOCUMENTATION AND CERTIFICATION
SUBMIT THE FOLLOWING DOCUMENTS WITH YOUR APPLICATION:
A. Contact information and resumes of Applicant's Project Manager, Project Accountant(s),
key staff, partners, consultants, and suppliers per application form Section 3.1, 3.4 and
3.6.
Applicants are asked to provide resumes submitted with applications in separate electronic
documents if the individuals do not want their resumes posted to the project web site.
B. Letters or resolutions demonstrating local support per application form Section 9.
C. For projects involving heat: Most recent invoice demonstrating the cost of heating fuel
for the building(s) impacted by the project.
D. Governing Body Resolution or other formal action taken by the applicant's governing
body or management per RFA Section 1.4 that:
• Commits the organization to provide the matching resources for project at the match
amounts indicated in the application.
• Authorizes the individual who signs the application has the authority to commit the
organization to the obligations under the grant.
• Provides as point of contact to represent the applicant for purposes of this
application.
• Certifies the applicant is in compliance with applicable federal, state, and local, laws
including existing credit and federal tax obligations.
E. An electronic version of the entire application on CD or other electronic media, per RFA
Section 1.7.
F. CERTIFICATION
The undersigned certifies that this application for a renewable energy grant is truthful
and correct, and that the applicant is in compliance with, and will continue to comply
with, all federal and state laws including existing credit and federal tax obligations and
that they can indeed commit the entity to these obligations.
