RESOLUTION NO. 2022-1
INSIDE PASSAGE ELECTRIC COOPERATIVE, INC.
February 10, 2022
ENTITLED: AUTHORIZING THE CEO/GENERAL MANAGER TO APPLY FOR
GRANT FUNDING FOR JENNY CREEK RECONNAISSANCE STUDY
WHEREAS, Inside Passage Electric Cooperative ("IPEC" ), the City of Kake, and the Organized
Village of Kake (OVK) support additional hydroelectric power in addition to the existing Gunnuk
Creek Hydro project to provide for reduced electric rates, reduced carbon emissions, and rate
stability for IPEC's member -consumers;. and
WHEREAS, the construction of the Gunnuk Creek Hydroelectric project in 2020 has reduced
diesel fuel consumption with clean, renewable energy at reduced electric rates for IPEC's
member -consumers; and
WHEREAS, grant funding is limited from the State's Renewable Energy Fund in favor of lower
cost projects including project final design; and
WHEREAS, Jenny Creek has long been identified as a potential site for a new run -of -the -river
hydro project located approximately .75 miles from the Kake Boat Harbor; and.
WHEREAS, the conclusions from the reconnaissance, for the Jenny Creek hydro project's
potential will include a conceptual project layout, evaluation of hydrology of the creek, an estimate
of power output, and an estimate,of construction cost; and
WHEREAS, the State Renewable Energy Fund has grant funding available for.hydro project final
design, and the next round of grants is due September 28, 2020; and
WHEREAS, HDR-Alaska, the same firm that developed both the reconnaissance and
feasibility/conceptual design studies for Gunnuk Creek hydro has provided an estimate of costs to
prepare the reconnaissance study of the Jenny Creek hydro project for an estimated cost of $62,368,
that will determine if there is a project to develop.
NOW, THEREFORE, BE IT RESOLVED; that the IPEC Board of Directors authorizes the
CEO/General Manager to apply for grant funding in the amount of $62,368 for the Jenny Creek
Hydro reconnaisance study with the goal of reducing electric rates and reducing carbon emissions
to the environment.

Absent this 10th day of February, 2022.
