A RESOLUTION REQUESTING FUNDING FROM
Alaska Renewable Energy Fund- Round 14
TO PURCHASE AND INSTALL A BATTERY ENERGY STORAGE SYSTEM
(BESS)
WHEREAS, the City of Pilot Point is a 2nd Class City in the State of Alaska with a duly
elected governing body authorized to act on behalf of its members; and
WHEREAS, the City of Pilot Point owns and manages the local, unregulated,
independent utility, Pilot Point Electric Utility, and that is a stand-alone grid serving the
entire population of our community; and
WHEREAS, for over twenty years the City and Tribe have worked together to seek and
establish a system of energy production and distribution that reduces the costly
purchase, transportation and consumption of fossil fuels for both heat and electric
generation; and
WHEREAS, to ensure that Pilot Point as a traditional home and culture can continue to
exist and thrive as a healthy and intact community, overcoming the exorbitant costs of
heat and power needs to be approached with innovative and creative determination; and
WHEREAS, a system designed to combine the natural energy resources available in
Pilot POlrt with today's technologies including turbines, battery, wind -to -thermal heat
storage and solar have evolved from the innovation of our engineering company with the
commitment from the community to strive for resiliency that will ensure our community's
survival in the face of major uncertainties; and
WHEREAS, Pilot Point, in tandem with long-time committed energy contractors and funding
support from Federal, State and Regional agencies has succeeded in installing a fully
functioning system consisting of two 100 kW Xant wind turbines and 16 thermal electric heaters
installed in residential homes; and
WHEREAS, the City of Pilot Point has purchased another ten (10) Electric Thermal Stoves
(ETS) that require a battery/BESS to be integrated with our current diesel -wind -heat system to
function effectively; and
WHEREAS, these ETS units have a value of $105,500, which the City of Pilot Point offers as
an inkind match as well as an inverter purchased for $95,000* both ready for installation for its
request to this funding opportunity to the Alaska Renewable Energy Fund Round 14.

COMPLETING THE SECOND PHASE OF PILOT POINT'S COMPREHENSIVE
WIND/HEAT/SOLAR & STORAGE PROJECT.
BE IT FURTHER RESOLVED THAT THE CITY OF PILOT POINT WILL ALSO PROVIDE A
CASH MATCH OF $125,000,

The foregoing resolution was passed by a quorum of the City Council of the City of Pilot Point on
January 11, 2022.
