RE: Funding request for feasibility study.
Thank you for the opportunity to submit an application to AEA's Renewable Energy
Fund from the Native Village of Kwinhagak financial support to develop a Phase I
Reconnaissance Study and report.
This report will identify resource monitoring and assessment. Based on the resource
assessment, a detailed evaluation intended to assess technical, economic, financial, and
operational viability and integration in order to narrow focus of a conceptual design. This effort
builds on Kwinhagak's wind resource assessment completed in 2007 that identified a Class 4
wind resource and our current wind-diesel energy generating system.
The Native Village of Kwinhagak works collaboratively with our City, and will coordinate with
Alaska Village Electric Cooperative (AVEC). We recognize that AVEC has many communities it
is responsible to provide power for. However, the Native Village of Kwinhagak is responsible to
improve the well-being of our Village members and we also recognize that the cost of electricity
is high and is a heavy economic burden to our community members.
This application is a step to find solutions to reduce expenses for our community like reducing
our use of and qependence on fossil fuels.
As the Tribal Administrator and in consultation with our Tribal President: • • •

I am the formal point of contact for our REF grant application .
I can commit the Native Village of Kwinhagak to the REF grant obligations .
I am committing a minimum of $1,000 of the tribe's time, specifically the tribal
administrator's time to oversee the grant including working with the contractor to
provide local information and ensure reports to AEA are timely and complete.
I am the au thorized individual to sign the application and have the authority to
commit the Native Village of Kwinhagak to the REF grant obligations.
I certify that the Native Village of Kwinhagak is in compliance with applicable
federal state and local laws including existing credit and federal tax obligations.
