INITIAL STATEMENT (pursuant to 18 CFR § 4.61(b))
BEFORE THE FEDERAL ENERGY REGULATORY COMMISSION
APPLICATION FOR LICENSE FOR A MINOR WATER POWER PROJECT
(1) The Community of Elfin Cove Non Profit Corporation, DBA Elfin Cove Utility Commission
(ECUC), applies to the Federal Energy Regulatory Commission for a license for the
Crooked Creek and Jim’s Lake Hydroelectric Project (project), as described hereinafter.
ECUC previously held a preliminary permit for this hydropower site under P-14514.
(2) The location of the proposed project is:

Borough (Alaska’s equivalent to a county): Unorganized Borough
(Sitka Recording District)

(5) The applicant is a domestic non-profit corporation, and is not claiming preference under
section 7(a) of the Federal Power Act.

the appropriation, diversion, and use of water for power purposes, and with respect to
the right to engage in the business of developing, transmitting, and distributing power
and in any other business necessary to accomplish the purposes of the license under the
Federal Power Act, are presented in Table IS-1.
Table IS-1 also lists approvals not required under the Federal Power Act, but which the
Applicant will seek if such approvals are helpful for efficient and timely project
development. It is the intent of the Applicant to continue to consult with permitting
agencies and comply fully with applicable Federal and State statutory and regulatory
requirements.
