Subject: Water Rights Applications for Crooked Creek and Jim's Lake Hydroelectric Project
near Elfin Cove, Alaska
Dear Mr. Reese:
The Community of Elfin Cove (Elfin Cove) in southeast Alaska is developing a micro hydro
project on Crooked Creek and Jim's Lake, located approximately one mile south of the
community. Initial project investigations were conducted in the early 1980s, and
reconnaissance and feasibility studies were completed in 2010 and 2011, respectively. At this
time, the project is in the design and permitting phase of development. As the project is
located on federal land within the Tongass National Forest, it will require authorization of the
Federal Energy Regulatory Commission (FERC). Elfin Cove expects to apply for an exemption
from FERC licensing.
The proposed hydro project is described on the attached conceptual design drawings and
conceptual design report. Available hydrology information is summarized in the attached
interim hydrology report.
