RE: Letter of Commitment and Support and Governing Body Support for City of Port
Heiden Utility — Reconnaissance Study
I am writing to support and verify Puvurnaq Power Company's (PPC) application to
the Renewable Energy Fund to upgrade two sets of wind turbine blade, with
advanced airfoils.
As the General Manager of the PPC:
• I am the formal point of contact for the REF grant application.
• I am authorized to commit the PPC to the REF grant obligations.
• 1 am the authorized individual to sign the application and have the authority to
commit the PPC to the REF grant obligations.
• 1 certify that the PPC is in compliance with applicable federal state and local
laws including existing credit and federal tax obligations.
Currently, our community utility operates one of the most productive wind diesel
battery thermal storage power systems. Our first objective is to improve the
performance or our existing wind turbines. The refitting of two turbines with the
advanced blade sets will provide us with a pathway forward, by enabling the turbines
to increase annual energy output by 20% or more.
By increasing wind turbine efficiency, we will increase our fuel displacement and
diesel engine -off operations, making Kongiganak a much more sustainable and
resilient community.
