Subject: Water Supply Creek Hydroelectric Project, Final Design Proposal
Dear Jodi:
At your request, HDR Alaska, Inc. is pleased to provide this preliminary scope, schedule and
budget for the final design of the Water Supply Creek Hydroelectric Project (Project). The final
scope and budget for this work is subject to change from that presented as a result of further
discussions with IPEC to clarify the scope of this design effort and the specific services required
by IPEC to complete the design and associated permitting services.
Proposed Scope of Work
HDR will prepare a final design for the Water Supply Creek Hydroelectric Project near Hoonah,
Alaska. This work will be based on the project described in the Water Supply Creek feasibility
study completed by HDR for the Alaska Native Tribal Health Consortium (ANTHC) dated
December 9, 2019. The work tasks HDR will perform and the work products from each task are as
follows:
Task 1: Permitting
Permit applications for the following agencies will be prepared:
• U.S. Army Corps of Engineers (USACE) Section 404 Permit
• Alaska Department of Fish and Game Fish Habitat Permit
• ADNR Water Rights Permit
HDR’s support of the permit process is limited to preparing these permit applications. Although
the Project is assumed to be non-controversial, the exact scope and nature of third party comments
and requests is not known at this time. Accordingly responding to information requests, agency
inquiries, and substantive comments received on the permit public notices during the public and
agency comment period is not included as part of this scope, but can be incorporated by addendum
once the nature of comments is known.
Assumptions:
• This will be a routine permitting process. Addressing substantial controversy, including
development of extensive mitigation measures, is not included in this scope and would be
conducted as an additional service item.

• This effort may not lead to acquisition of permits. If issues arise or if agencies request
more information, an amendment may be required to satisfy the additional information
requests.
• Office-based desktop wetland delineation will be acceptable to the USACE; no field work
is anticipated in this proposal.
• Permit applications to be prepared are limited to those listed above.
• The Project is not under jurisdiction of the Federal Energy Regulatory Commission
(FERC) or the State of Alaska’s Dam Safety program.
Task 2: Final Design
Preliminary drawings, a preliminary construction cost estimate, and a project energy estimate have
been completed for the ANTHC. This task will use this information as the basis to prepare final
versions of these products. At this time the only field data required will be a site survey to support
the final design. The amount included in the budget for the survey is a rough estimate based on prior
experience with similar projects. The survey work will be based on a formal proposal from a qualified
surveyor with experience in Southeast Alaska. If that proposal is more than the budgeted amount a
contract amendment may be necessary.
Due to the presence of exposed bedrock at the diversion and powerhouse locations, the shallow bury
requirement for the penstock and the low magnitude of the design loads, we have not included
geotechnical investigations in the estimate. If site conditions warrant, geotechnical investigation may
be added by contract amendment.
Task 2a: Final Design Criteria
This task consists of formalizing and finalizing the design criteria for the Project. This will establish
the design criteria for equipment, roads, pipeline, and project structures. The design criteria will be
provided for one round of review and once approved/accepted by IPEC, HDR will move forward
with the design. Should the design criteria subsequently change (or request to be changed), an
addendum to HDR’s scope, schedule and budget may be necessary.
Task 2b: Construction Bid Documents
This task consists of preparing drawings and technical specifications required to bid and construct the
Project.

Drawings, details and sections will be prepared to construct the project including: structural details,
trench details, cross section details, mechanical and electrical drawings. The drawings will be
produced using AutoCAD and will be plotted on 22" by 34" standard size drawing sheets to allow
half-size reduction to 11" by 17".
Technical specifications for General Construction of the Project will be prepared in CSI format with
EJCDC commercial terms. Drawings and specifications will be submitted for IPEC review at the
95% design stage.
Task 2c: Construction Cost Estimate
A construction cost estimate will be prepared based upon the IPEC-approved final design drawings.
Unit quantities of excavation, backfill, concrete, and pipe bedding will be calculated. Unit prices for
the turbine, generator, switchgear and control instrumentation will be based on product quotes
provided by turbine/generator suppliers.
Line items for administration, construction and management and start-up and commissioning will be
added to the direct construction cost.
Opinions of probable construction cost are made on the basis of information made available by IPEC ,
experience on recent similar projects, and HDR’s professional engineering judgment. However, since
HDR has no control over the cost of labor, materials, equipment or services furnished by others, or
over the contractor(s') methods of determining prices, or over competitive bidding or market
conditions, HDR does not guarantee that proposals, bids or actual project or construction cost will not
vary from opinions of probable cost HDR prepares.
Task 2d: Project Energy Output Estimate
Based on the available hydrology data and final project design, an updated estimate of monthly and
annual average energy generation will be made. No new hydrologic monitoring will be conducted.
Assumptions:
• The energy output estimate will be based on the ADNR water rights permit-stipulated
baseline instream/environmental flow.

Task 3: Bidding Assistance
HDR will provide limited assistance for the bidding, evaluation and award of contracts for the supply
of generating equipment, controls and for the general construction of the project. This proposal does
not include construction administration or other support during construction.

Schedule
The actual schedule will be based upon a mutually agreed notice to proceed (NTP) date. HDR will
meet the following schedule after NTP:
• Final Design Criteria 1 month
• Contract bid package 01 4 months
• 95% drawings and technical specifications 6-9 months
• Contract bid package 02 4 months
• Contract bid package 03 10 months
• Construction cost estimate 11 months
• Project Energy Output Estimate 11 months
Budget
See attached budget spreadsheet for an estimate of the cost to complete this work.
Given that the nature of this work may be subject to a wide array of external variables, field
conditions, unforeseen conditions or other factors that could influence the level of effort
ultimately required, HDR’s pricing presented is based on the assumptions provided, professional
judgment and what is known at this time. Accordingly, HDR’s pricing does not cover or
accommodate any and every circumstance which may arise. If additional tasks, unforeseen
conditions, delays or project circumstances beyond those anticipated here arise, additional
budget may be needed. Such a request would be the subject of a contract amendment.
With respect to the ongoing COVID-19 pandemic, HDR will monitor changing conditions in the
context of federal/state/local orders or other directives and re-evaluate the scope, schedule and
budget as warranted. Costs incurred as a result of scope or schedule changes due to COVID-19
or related issues are not included as part of this scope.

Agreement, MSA 10002469. If IPEC is successful in the pursuit of grant funding for this
