Application Forms and Instructions
This instruction page and the following grant application constitutes the Grant Application Form for
Round VIII of the Renewable Energy Fund . A separate application form is available for projects
with a primary purpose of producing heat (see RFA section 1.5). This is the standard form for all
other projects, including projects that will produce heat and electricity . An electronic version of the
Request for Applications (RFA) and both application forms is available online at:

2.4 PROJECT DESCRIPTION
Provide a brief one paragraph description of the proposed project.
The Native Village of Chenega (aka . Chenega Bay) proposes to construct a run-of-the-river
hydroelectric project on Anderson Creek. The planned 64 kW capacity project will offset power
currently generated by burning diesel. The non-jurisdictional hydro will offset up to 1 0,400 gallons
of diesel annually which translates into $56,600 in annual savings .
2.5 PROJECT BENEFIT
Briefly discuss the financial and public benefits that will result from this project, (such as reduced
fuel costs, lower energy costs, local jobs created, etc.)
The hydroelectric plant is projected to significantly reduce the annual cost to run the electric utility
in the community. This translates to lower rates for both consumers and the state ; consumers will
pay less if they exceed the PCE and the state will save by subsidizing PCE at a lower cost per
kWh .
2.6 PROJECT BUDGET OVERVIEW
Briefly discuss the amount of funds needed, the anticipated sources of funds, and the nature and
source of other contributions to the project.
The project is anticipated cost approximately $1 ,750,000. As an unincorporated community ,
Chenega Bay lacks cash resources but will continue to seek other grant funding.

SECTION 3 -PROJECT MANAGEMENT PLAN
Describe who will be responsible for managing the project and provide a plan for successfully
completing the project within the scope, schedule and budget proposed in the application.
3.1 Project Manager
Tell us who will be managing the project for the Grantee and include contact information, a resume

The tribe does not intend to directly manage this project ; such a project is beyond the tribe's
management capacity and expertise . The tribe is allocating $175 ,000 for project management and
engineering .

3.3 Project Resources
Describe the personnel, contractors , personnel or firms , equipment, and services you will use to
accomplish the project. Include any partnerships or commitments with other entities you have or
anticipate will be needed to complete your project. Describe any existing contracts and the selection
process you may use for major equipment purchases or contracts . Include brief resumes and
references for known , key personnel, contractors , and suppliers as an attachment to your application .
The tribe does not have any existing personnel , contractors, equipment, and services dedicated to
the project. The selection process for choosing a project management firm and the actual
construction contractor would be based on an RFP that follows both tribal and state standards for
service procurement. Price would be a factor, of course , but not the sole basis when consulting with
AEA to award the contract.
The tribe does use North Pacific Rim Housing Authority , the reg ional housing agency, to handle all
of its bookkeeping and accounting , so any costs incurred by the tribe on the project would be
reviewed and handled by their professional accountants .
3.4 Project Communications
Discuss how you plan to monitor the project and keep the Authority informed of the status. Please
provide an alternative contact person and their contact information .

3.5 Project Risk

3.6 Project Accountant(s)

3.7 Financial Accounting System
Discuss the accounting system that will be used to account for project costs and whom will be the
primary user of the accounting system .
The tribe does use North Pacific Rim Housing Authority, the regional housing agency, to handle all
of its bookkeeping and accounting, so any costs incurred by the tribe on the project would be
reviewed and handled by their professional accountants.
3.8 Financial Management Controls
Discuss the controls that will be utilized to ensure that only costs that are reasonable, ordinary and
necessary will be allocated to this project. Also discuss the controls in place that will ensure that no
expenses for overhead , or any other unallowable costs will be requested for reimbursement from the
Renewable Energy Fund Grant Program .

ECTION 4-PROJECT DESCRIPTION AND TASKS
The level of information will vary according to phase( s) of the project you propose to undertake with
grant funds .
If some work has already been completed on your project and you are requesting funding for an
advanced phase, submit information sufficient to demonstrate that the preceding phases are
satisfied and funding for an advanced phase is warranted.
4.1 Proposed Energy Resource
Describe the potential extent/amount of the energy resource that is available .
Discuss the pros and cons of your proposed energy resource vs . other alternatives that may be
available for the market to be served by your project. For pre-construction applications, describe the
resource to the extent known . For design and permitting or construction projects , please provide
feasibility documents, design documents, and permitting documents (if applicable) as attachments
to this application .
Hydroelectric power is economical in Chenega Bay, provided flow requirements do not lim it the
output. A conservative figure places the output at 170 ,000 kWh annually, which is over Y2 of the
community 's current electric demand . There is a more detailed breakdown in the attached business
plan and designs.
Chenega Bay has no other options for alternative energy. The wind regime is poor and unreliable ,
tidal power remains a concept rather than a practice , and the climate of Pri nce Will iam Sound does
not lend itself to solar power. The status quo is simply not sustainable : burning diesel fuel to generate
electricity is neither practical nor affordable in the long run . Hydro's history in this state dates back
over 100 years and hydro is successfully used by a hatchery across the bay.
I 4.2 Existing Energy System
4.2.1 Basic configuration of Existing Energy System
Briefly discuss the basic configuration of the existing energy system . Include information about the
number, size, age, efficiency , and type of generation.
The tribe currently uses three diesel generators to provide electricity , a 45-kW and 2, 65kW
generators . 2013 annual fuel consumption is approximately 23,000 gallons. Their average efficiency
is about 11 kWh/gallon. All three units have been in use since 2009 and vary in their usage according
to the load, but generally , a single generator is running at any given time .
4.2.2 Existing Energy Resources Used
Briefly discuss your understanding of the existing energy resources. Include a brief discussion of
any impact the project may have on existing energy infrastructure and resources.
The diesel generators are the sole source of electricity for the community. The addition of
hydroelectric would have a positive impact on the generators. Hydro would enable to generators to
go off-line some of t ime, thus reducing the wear and tear on generators and extending their life
expectancy . Also, fuel shipping and handling will reduce significantly resulting in savings to the utility .
4.2.3 Existing Energy Market
Discuss existing energy use and its market. Discuss impacts your project may have on energy
customers .

Existing electric sales are approximately 247,000 kWh annually for the entire community in 2013. It
is unknown what impact any change on the electric rate would have for consumption at PCE and
non-PCE rates . The 2012 ISER study on PCE indicated that most communities with standalone
electric utilities did not report households exceeding the 500 kWh threshold; there is no reason to
assume that lower PCE rate in Chenega Bay would increase consumption especially if the rate were
still significantly above Railbelt rates. However, if the rate were at or lower than the BTU cost when
using diesel for home heating purposes, the potential exists for electric heat in households in the
wintertime if hydro output can match the demand.
4.3 Proposed System
Describe the system you are intending to develop and address potential system design , land
ownership, permits, and environmental issues.
4.3.1 System Design
Provide the following information for the proposed renewable energy system :
• A description of renewable energy technology specific to project location
• Optimum installed capacity
• Anticipated capacity factor
• Anticipated annual generation
• Anticipated barriers
• Basic integration concept
• Delivery methods
A 64 kW run-of-the-river hyrdroelectric plant is the optimal size project in Chenega Bay that can
produce 170,000 kWh annually (31% capacity factor) with roughly 123,000 kWh in sales to
consumers . As the existing generators will be on stand-by or functioning as supplemental sources
of electricity, there will be switching gear installed to integrate the resource into the existing grid .
There are few barriers anticipated ; fully integrating the hydro's switchgear may take time , but this is
common when integrating different energy sources on a single grid. Chenega will have 100% design
drawings ready but still requires assistance with implementation including bid preparation, project
and construction management, and inspection and commissioning support.
4.3.2 Land Ownership
Identify potential land ownership issues, including whether site owners have agreed to the project or
how you intend to approach land ownership and access issues.
The project would involve modifying an existing dam owned by the tribe and the penstock would
follow an existing raw water line held in trust by the state th rough the 14c program. The project is
entirely located on corporation-owned. The Chenega Corporation is actively drafting an easement or
lease for the tribe authorizing the project construction and operation.
4.3.3 Perm its

outstanding permit issues.

The business plan describes the background for the permitting situation . Add itionally, the tribe has
applied for all necessary permits for the project. With the eminent completion the land authorization
the tribe will have completed all information necessary for permit processing to proceed to
completion .

4.4 Proposed New System Costs and Projected Revenues
(Total Estimated Costs and Projected Revenues)
The level of cost information provided will vary according to the phase of funding requested and any
previous work the applicant may have done on the project. Applicants must reference the source of
their cost data . For example: Applicants records or analysis , industry standards, consultant or
manufacturer's estimates.
4.4.1 Project Development Cost
Provide detailed project cost information based on your current knowledge and understanding of the
project. Cost information should include the following :
• Total anticipated project cost, and cost for this phase
• Requested grant funding
• Applicant matching funds -loans, capital contributions, in-kind
• Identification of other funding sources
• Projected capital cost of proposed renewable energy system
• Projected development cost of proposed renewable energy system
The total estimated cost for project management and engineering and construction is estimated to
be 1,650 ,000 with an additional $100 ,000 in contingency funding requested to manage cost overrun
risks. The funds requested in this application are for 1 00% of the tribes funding needs which includes
$175,000 for project management and engineering and $1 ,575 ,000 for construction .

4.4.2 Project Operating and Maintenance Costs
Include anticipated O&M costs for new facilities constructed and how these would be funded by the
applicant.
(Note: Operational costs are not eligible for grant funds however grantees are required to meet
ongoing reporting requirements for the purpose of reporting impacts of projects on the communities
they serve.)
The minimal additional O&M costs for the hydro are expected to equal reduced O&M costs saved as
a result of slightly reduced generator usage and improved water utility operations.
4.4.3 Power Purchase/Sale
The power purchase/sale information should include the following:
• Identification of potential power buyer(s)/customer(s)
• Potential power purchase/sales price -at a minimum indicate a price range
• Proposed rate of return from grant-funded project
The tribe has sales of roughly 247,000 kWh annually, split roughly between consumer PCE-rates
and commercial rates , with a small portion for community facilities. The business plan assumes full
grant funding with project savings primarily offset by reduced PCE support. This results in a rate of
return of 1.4 to the State, significantly higher than many other alternative energy projects. Lowering
the rate , or keeping it the same if fuel prices increase, would lower the rate of return , but it's worth
exploring various prices that could provide relief to rate payers -and the state's PCE fund -while
still maintaining a positive return to the state or other funders .

4.4.5 Impact on Rates
Briefly explain what if any effect your project will have on electrical rates in the proposed benefit
area . If the is for a PCE eligible utility please discuss what the expected impact would be for both
pre and post PCE .
The electrical rates for residential consumers using less than 500 kWh per month are not expected
to change . All other classes of ratepayers will likely see a slight decrease in rates .

SECTION 5-PROJECT BENEFIT
Explain the economic and public benefits of your project. Include direct cost savings, and
how the people of Alaska will benefit from the project.
The benefits information should include the following :
• Potential annual fuel d isplacement (gallons and dollars) over the lifetime of the evaluated
renewable energy project
• Anticipated annual revenue (based on i.e. a Proposed Power Purchase Agreement price, RCA
tariff, or cost based rate)
• Potential additional annual incentives (i.e. tax credits)
• Potential additional annual revenue streams (i.e. green tag sales or other renewable energy ··
subsidies or programs that might be available)
• Discuss the non -economic public benefits to Alaskans over the lifetime of the project
The project will displace 11,800 gallons per year at 5.41/gallon for an annual savings of $64,000 per
year. The dollar savings will only increase as the price of fuel continues to increase. Revenue is
projected to remain the same since the non-PCE rate of .665/kWh is projected to stay the same.
The state 's PCE fund will also benefit tremendously as it will have lower payouts to the utility, thus
preserving the fund for other communities in the future.

SECTION 6-SUSTAINABILITY
Discuss your plan for operating the completed project so that it will be sustainable .
Include at a minimum :
• Proposed business structure(s) and concepts that may be considered.
• How you propose to finance the maintenance and operations for the life of the project
• Identification of operational issues that could arise .
• A description of operational costs including on-going support for any back-up or existing systems
that may be require to continue operation
• Commitment to reporting the savings and benefits
The tribe's utility structure will remain the same and under control of the IRA council. The addition
of hydro power will not cause any structural changes. Rate payers will continue to finance the O&M
of the project as they currently do for the utility. The tribe 's pre-pay metering system ensures 100%
rate payment. We do not foresee any operational issues as the hydro structure is straightforward
and requires minimal maintenance that can be handled by staff. The current diesel generators will
still be operational and necessary; their maintenance plan will not change and O&M costs will
continue to come from revenues. Reporting the savings is quite easy and can be shown in the
monthly PCE reports in the fuel consumption section .
SECTION 7 -READINESS & COMPLIANCE WITH OTHER GRANTS
Discuss what you have done to prepare for this award and how quickly you intend to proceed with
work once your grant is approved .
Tell us what you may have already accomplished on the project to date and identify other grants that
may have been previously awarded for this project and the degree you have been able to meet the
requirements of previous grants .
The tribe has used grant funding, including AEA's REF, to bring the project from an idea up
through the design and permitting phase. The tribe has met the grant requirements and is actively
planning for acceptance of new funding . With funding approved, the tribe is ready to complete the
work to meet any permit stipulations and initiate construction . We can move in the same month as
the grant award .
SECTION 8 -LOCAL SUPPORT AND OPPOSITION
Discuss local support and opposition, known or anticipated, for the project. Include letters of
support or other documentation of local support from the community that would benefit from this
project. The Documentation of support must be dated within one year of the RFA date of July 2 ,

SECTION 9-GRANT BUDGET
Tell us how much you are seeking in grant funds . Include any investments to date and funding
sources, how much is being requested in grant funds, and additional investments you will make as
an applicant.
9.1 Funding sources and Financial Commitment
Provide a narrative summary regarding funding source and your financial commitment to the project
The tribe is committed to securing this funding, responding to requests for additional information ,
and meeting the funding requirements in order to bring the project online and reduce reliance on
diesel generated energy.
9.2 Cost Estimate for Metering Equipment
Please provide a short narrative, and cost estimate, identifying the metering equipment, and its
related use to comply with the operations reporting requirement identified in Section 3. 15 of the
Request for Applications.
Metering of the hydroelectric output will be done with a dedicated meter installed in the
powerhouse to monitor project performance. Labor and expenses associated with the hydro
operation and maintenance will have a dedicated account to allow for monitoring of costs . These
measures of performance will be reported to the State as required for PCE and AEA grant funding
(10 years minimum).
