Hire contractor A Install solar panels Apr 2017 June 2017 Installation of Solar panels Completed. 3.2.1 Budget Overview The City of Kake is requesting $255,000.00 for the installation of solar panels on our subject facilities. This includes the necessary feasibility study, design concept, final design and permitting, and installation. Hire of contractor to complete the entire project. Permitting involves securing the proper documents to satisfy State of Alaska electrical coding and the interconnection requirements from the local utility operator. Also involving the State Fire Marshall with any compliance issues as the community building is a grandfathered building. 3.2.2 Budget Forms MILESTONE RE-FUND GRANTEE SOURCE OF MATCHING FUNDS TOTALS Notification of award 100,000 100,000 Hire contractor A Shipping 20,000 20,000 Materials 75,000 75,000 Labor 60,000 60,000 255,000 3.3 Project Communications As our City office is located in the Kake community building and the liquor store is located across the parking lot, I would be monitoring the project on a daily basis and able to report more accurately on the progress. The utility operator would be updated as necessary. 3.4 Logisticis The local utility operator does not net meter and also has already stated they would not purchase any excess. As the liquor store is at .68 cents per kilowatt and the community building is on PCE, any savings the City would earn would be put right back into improving City services to our community membership. Section 4 – Qualifications and Experience 4.1 Project Team The Project team will consist of the William Bean Jr., City Administrator, Henrich Kadake Sr., Mayor, and Elk Hunter, local who uses solar power at his personal residence. Mr. Hunter has experience with installations of solar systems. A contractor will be hired after award. 4.2 Project Manager Project Manager will be William Bean Jr., City Administrator. 4.1.2 Expertise and Resources The City Administrator has a wealth of knowledge and experience in managing projects and grant management. Mr. Hunter would be a tremendous resource as he was the one who initially confirmed that our buildings were sufficient enough to hold the required number of solar panels, the direction to have them facing, the idea of adding a battery pack for the dark days, and better ideas of how to maintain the panels. He would have the necessary time to advise if needed. 4.1.3 Project Accountant The City Administrator would be processing any necessary financial reporting requirements. 4.1.4 Financial Accounting System The City utilizes Quickbooks as their accounting system. The City also utilizes a check request process that requires a segregation of duties that involves an approval process involving at least two approving officers. 4.2 Local Workforce The City would like to use local labor to train not only for employment off the Island but to be contracted with the City to maintain our system. Section 5 – Technical Feasibility 5.1.1 Proposed energy resource The project would decrease the electrical costs of the subject facilities which in turn the savings would be put right back into supporting better City services to our community membership. 5.1.2 Permits Permitting would be completed after award. Permitting from the local utility operator and State. 5.2 Project Site The subject buildings are owned by the City of Kake. 5.3 Project Risk No risks are identified. 5.3.2 Environmental Risk No risks are identified, other than weather. 5.4 Existing and Proposed Energy System 5.4.1 Basic configuration of existing energy system Current utility operator, IPEC. Without PCE we pay .68 cents per kilowatt, unless on PCE. Community building is on PCE and liquor store is without. 5.4.2 Future trends Kake will use same consumption but we would pay less due to solar panels. 5.4.3 Impact on rates Even though the impact would be felt directly here at the City, the membership of Kake would also benefit as the City would have more resources to provide better City services and providing an extra position. 5.4.4 Proposed system design This would happen after hiring of contractor. There would be no fuel usage. 5.4.5 Metering equipment Utility operator does not allow metering. Section 6 – ECONOMIC FEASIBILITY AND BENEFITS 6.1.1 – Economic benefit Even though the impact would be felt directly here at the City, the membership of Kake would also benefit as the City would have more resources to provide better City services and provide more employment. 6.1.2 Power purchase/sale n/a 6.1.3 Public benefits for projects with private sector sales n/a 6.2 Financing plan Any cost overruns or other financing opportunities would have to be approved by city council. 6.3 Other public benefit Creation of jobs in Kake where unemployment is high. An opportunity to provide better services to community membership such as adding one extra day to pick up waste. The community building is the only facility in Kake to house community events, the savings would allow us to open the facility more. Section 7 – Sustainability The plan is to maintain the solar panels so they could last as long as possible. With the elements here in Southeast Alaska, wind, snow and rain, it is important to us that we maintain and take care of the panels. City has no outstanding loans. Section 8 – Project readiness The City is prepared and ready to move this project to completion once awarded. Vendors have been identified to request bids from, we are ready and excited to bring this project to Kake. Section 9 – Local support and opposition Local support in Kake has been tremendous. The letters of support will show evidence of that. Any project to make Kake better is a priority for all of us. Section 10 – compliance with other awards The City is an annual recipient of projects from the legislature and we have a good record of complying with all requirements.
