HomeMy WebLinkAboutCity Project Manager Position Description Received: Approved: Employee:________Dept Head_________Personnel________City Manager________ City of Seward Job Description Job Title: Project Manager Range: 22-24 Salary: Department: City Manager Reports to: Assistant City Manager Date: Supervises: Position: Regular, Full-Time, Exempt Summary: Manages major government projects from concept to completion, ensuring that they are delivered on time and within budget, while managing consultants, stakeholders and internal relationships as necessary. Develops plans, specifications, cost estimates, and contracts. Prepares reports, acts as liaison with contractors and consultants. Utilizes project scheduling tools to maintain real-time status and progress of all city projects. Essential Duties and Responsibilities: Plans and manages municipal capital projects in conjunction with other departments as assigned by the City Manager Department.. Prepares plans/drawings, specifications, and technical data for proposals, bids, and construction projects as directed by the Assistant City Manager. Applies contract management, architectural, and engineering principles and practices to any and all phases of the location, design and construction of a wide variety of major capital improvement projects. Negotiates with agencies, contractors and the public regarding construction and development issues. Negotiates contracts for construction related goods and services; purchases and expedites materials and equipment; coordinates with a variety of other public and private agencies, and city departments. Serves as contract administrator and/ or construction coordinator on major construction projects. Utilize project scheduling tools such as GAANT and PERT charts, to identify project milestones and maintain real-time status on all major projects and their budget progress. Reviews pay estimates and change orders, monitors budgets, and makes recommendations to the Assistant City Manager. Project Manager Job Description Page 2 Coordinates projects with outside consultants and/ or private contractors and suppliers, including ensuring compliance with contract specifications. Prepares Requests-for-Proposals for consulting services and related project specifications and bid documents and packets,, and participates in the selection process and monitors and evaluates consultant’s project performance. Keeps Assistant City Manager fully and accurately informed concerning work progress, including present and potential work problems and suggestions for new or improved ways of addressing such problems. Performs construction inspections, testing and oversight of adherence to specifications upon project completion. Perform written evaluation of contractor’s performance upon completion of project. Prepares Grant applications for engineering projects and establishes and maintains files for each project, including documentation necessary to demonstrate compliance with grant requirements. Prepares budgets for City projects and writes management reports to Assistant City Manager, City Manager and Council. Makes oral presentations to the Council, Boards, Commissions, and the public. Performs preliminary design and cost estimation work in order to prepare bid specifications; reviews bid specification and engineering designs for cost effectiveness and recommends to the City Council acceptance of the most appropriate bidder. Participates on City management teams and inter-agency planning teams. Communicates and coordinates regularly with Department Heads to maximize the effectiveness and efficiency of interdepartmental operations and activities. Develops written project management policies and other procedures, develop system for evaluating contractor performance. Provides engineering assistance to all departments within the City of Seward. Responds to citizens’ questions and comments in a courteous and timely manner. Performs other related duties as assigned. Language Skills: Ability to read, analyze and interpret general business periodicals, professional journals, technical procedures or Governmental regulations. Ability to write reports, business correspondence, and procedure manuals. Ability to effectively present information and respond to questions from groups of managers, clients, customers, and the general public. Mathematical Skills: Ability to calculate figures and amounts such as discounts, interest, commissions, proportions, percentages, area, circumference, and volume. Ability to apply concepts of basic algebra, trigonometry, and geometry. Reasoning Ability: Ability to solve practical problems and deal with a variety of concrete variables in situations where only limited standardization exists. Ability to interpret a variety of instructions furnished in written, oral, diagram, or schedule form. Public Relations: Public relations is an integral part of each employee's job. Employees will be courteous, helpful and conduct themselves in a manner which is appropriate for an employee in public service. Other Skills and Abilities: Must be proficient in Microsoft Office software suite, as well as Microsoft Project or equivalent PM software, and have the ability to develop Gannt or similar project mapping charts for the Council, administration, and public. Project Manager Job Description Page 4 Must have extensive knowledge of all the phases of engineering design, analysis, construction inspection, building codes, contract preparation and negotiation, project management, and contract administration. Must have knowledge of federal, state and local government laws, statutes, ordinances, assistance and grant programs for capital improvement projects; basic techniques, principles and practices of planning, zoning, building code enforcement, and tax assessment in local governments. Ensure compliance of contractors as it relates to State or Federal Department of Labor requirements. Ability to use and interpret design/construction plans, contracts, and standards; to assess the conformance to work with design/construction plans, contracts and standards. Ability to schedule and perform simultaneous tasks; to define the scope and establish constraints of a project. Ability to use Computer Aided Drafting (CAD) systems. Ability to communicate well with others, both orally and in writing, using both technical and non- technical language. Ability to perform a wide variety of duties and responsibilities with accuracy and speed under the pressure of time-sensitive deadlines. Ability to identity relevant issues in complex matters, interpret issues and impacts; exercise sound judgment in making assumptions and solving problems. Possession of or ability to obtain a valid State of Alaska driver's license. Progressive Development: To progress to a range 23, the employee must have negotiated to successful completion a construction or rehabilitation project with a total value under $1M from scoping through design, construction, construction inspection, and closing out the contracts and project. The project will include consulting Architect-Engineer design, contract document development, and permitting. The A-E firm may perform Engineer duties while the employee must perform Project Management duties for the construction contract and may perform Contracting Officer duties concurrently. The employee will perform Owner Representative duties and construction inspection where permitted by the Engineer. The employee will complete and close the contracts and project. To progress to a range 24, the employee must perform the complete scope of work for a +$1M capital construction or major rehabilitation project from start to finish similar to the previous requirement, however to also include collaborative effort with other government stakeholders and/or business partnerships. The project may include extensive consultations and presentations to scope alternatives and preferred solutions. The employee will present the project and perform PR duties. Project Manager Job Description Page 5 The A-E services during construction should include full time construction inspection. The project will inherently be a high value undertaking for the City.
