I am writing to urge your support of IPEC's $3,920,000
Energy Fund grant application for the Gunnuk Creek
Hydroelectric Project for the community of Kake.

The Gunnuk Creek hydro project is low -hanging fruit which N

The community of Kake suffers from high unemployment, and
high costs of living. Lower electric rates are necessary for Kake to
survive and grow, and the Gunnuk Creek project is Kake's best
hope for the short term.
IPEC is a non-profit member -owned cooperative serving the
communities of Angoon, Hoonah, Kake, Klukwan, and the Cl
Valley from 10 mile to the Canadian border. IPEC's average
per kWh sold in 2014 was $.5924, IPEC's rates increase
dramatically with the price of diesel fuel., and this volatility ii
expected to continue. The Gunnuk Creek Hydro will not only
reduce costs, but it will also help to stabilize electricity costs
provide energy security for Kake's residents and businesses.

community that is not wholly dependent upon fossil fuels. The Organized Village of
Kake and its partners in the Kake CEDS have identified alternative energy as a
Priority project for the community. The Organized Village of Kake and our partners in
the Kake CEDS are excited that IPEC may be able to maximize our existing
infrastructure and reduce our carbon footprint.

Southeast Conference is the "Alaska Regional Development Organization" (ARDOR), with a
mission is to help develop strong economies, healthy communities and a quality environment in
Southeast Alaska.
Southeast Conference has long been involved with Kake's search for lower energy costs and
supports IPEC's $3,920,000 Renewable Energy Fund grant application for the Gunnuk Creek
Hydroelectric Project for the community of Kake.
With the Kake intertie project not being economically feasible for the foreseeable future, the
Gunnuk Creek hydro project is the type of project that can provide relatively quick relief from
the current high cost of diesel -generated electricity in Kake.
This proposed project is located in the center of Kake, and will not require new roads or
transmission lines within the community while making use of existing infrastructure at the
existing water dam and Coho Building of Gunnuk Creek Hatchery. It is consistent with the goal
of developing renewable resources near the consumer base.
Southeast Conference asks that you give all possible support for IPEC's REF application for the
