The Grant Lake Hydroelectric Project, near Moose Pass, would supply 19,500 MWh per year of low impact, low cost hydroelectric renewable energy. The displacement of conventional generation with hydro power would conserve Cook Inlet gas supplies and assist in securing long term price stability. Using the renewable option would allow for value added products to be generated into our local economy. This Project would increase HEA's renewable energy portfolio by 44 percent and assist in meeting the State of Alaska's renewable energy goal to produce 50 percent of Alaska's electrical energy from renewable resources by 2025. While it will take the construction of a large scale project to meet this goal, it is important to pursue smaller projects as well. Homer Electric Association, through its subsidiary Kenai Hydro, has completed a comprehensive series of field studies that are part of the requirements to obtain a Federal Energy Regulatory Commission (FERC) license for this project. These studies have been presented to Stakeholders and state and federal agencies. The results of these studies are currently being incorporated into a FERC license application. I appreciate the efforts of Homer Electric Association to bring long term renewable energy to the Kenai Peninsula and believe the Grant Lake Hydroelectric Project deserves favorable consideration in the Round VIII segment of the Alaska Energy Authority's Renewable Energy Grant Program. Cordially Yours, Rick A. A.
