MUNICIPALITY OF SKAGWAY, ALASKA
RESOLUTION NO. 15-35R
A RESOLUTION OF THE MUNICIPALITY OF SKAGWAY, ALASKA AUTHORIZING
STAFF TO APPLY FOR AN ALASKA ENERGY AUTHORITY (AEA) RENEWABLE
ENERGY FUND GRANT IN THE AMOUNT OF $500,000 TO FUND THE COSTS
ASSOCIATED WITH AN ENVIRONMENTAL REVIEW FOR THE WEST CREEK
HYDROELECTRIC PROJECT.
WHEREAS, the Municipality wishes to move forward with Federal Energy Regulatory
Commission (FERC) licensing for the West Creek Hydroelectric Project; and
WHEREAS, the AEA Renewable Energy Fund Grant, if awarded, will provide $500,000
to cover costs associated with coordinating the transfer of FERC permitting from AP&T
to the Municipality, and the costs of collecting information and producing the required
National Environmental Policy Act (NEPA) report, including municipal administration and
project management costs; and
WHEREAS, the Municipality supports investigating the West Creek Hydroelectricity
Project, as shown by the passage of Resolution No. 10-25R, Resolution No. 11-15R and
Resolution No. 12-19R, which all support previous AEA grant applications for the purpose
of funding a West Creek Hydroelectricity feasibility study; and
NOW, THEREFORE BE IT RESOLVED by the Borough Assembly of the Municipality of
Skagway that the Borough Manager is authorized to apply on behalf of the Municipality
of Skagway for an Alaska Energy Authority Renewable Energy Fund Grant in the amount
of $500,000, to fund an environmental review for the West Creek Hydroelectric Project;
and
BE IT FURTHER RESOLVED that the Municipality of Skagway is in compliance with
applicable federal, state and local laws, including existing credit and federal tax
obligations; and
BE IT FURTHER RESOLVED that the Borough Manager is the point of contact to
represent the Municipality of Skagway for the purposes of this grant application.
PASSED AND APPROVED by a duly constituted quorum of the Borough Assembly of
the Municipality of Skagway this 31d day of September, 2015.
