Our utility currently purchases wind power from the TDX Power -owned wind farm on the island, but most of the power we sell is produced by diesel generators. All homes and businesses on island are heated with diesel fuel. Imported fuel is expensive and sometimes difficult to obtain in our location. TDX has plans to reduce both emissions and costs while establishing a sustainable source of energy that makes the island essentially independent of imported fuels. Their declared goal is to generate 80% of the power consumption of the entire island locally with renewable energy sources. To achieve this goal TDX proposes to add six (6) more 225 kW wind turbines to their existing farm of three (3) same wind turbines. TDX proposes using excess wind generated electricity to power heat pumps and electric stoves installed throughout the community. The City's power purchase agreement with TDX envisioned excess energy and a reduced rate to be able to provide some sort of cost saving project for residents. The City of Saint Paul appreciates and supports these efforts by our village corporation. We understand additional wind on the system will require upgrading existing power plant controls and, in all likelihood, the addition of other components to maintain power quality. We are amenable to adding more wind to our power generation system and our electrical grid as long as the cost of providing power to our customers is reduced or, at a minimum, protected from increases.
