Dear Mr. Calfa:
The Sitka Economic Development Association (SEDA) has a strategic plan for strengthening our
economy that includes supporting renewable energy projects in Sitka. SEDA therefore provides
this letter of support for the City and Borough of Sitka's (CBS) application for a Round IX grant
from the Renewable Energy Fund Program.
Communities throughout Alaska are implementing strategies to reduce the cost of City services.
Energy is a big ticket item for the CBS and other rural communities in Alaska. By installing a
heat pump at the Waste Water Treatment Plant, CBS will see an estimated cost savings of $1.5
million over the projected 30-year life cycle of the heat pump. This is a significant savings for a
small community. In addition this clean technology will eliminate the emissions associated with
the use of the existing fuel oil burners.
SEDA supports this project, not only as a benefit to the CBS, but as a model to demonstrate the
benefits of this technology to other rural communities in Alaska.

The Sitka Tribe of Alaska, through our Constitution, is charged with conserving and protecting
the cultural and natural resources within the traditional territory of the Tribe and protecting the
rights of Tribal Citizens to access those resources. Sitka Tribal Citizens depend on subsistence
fisheries to meet their physical, cultural and traditional well-being.
The planned installation of a heat pump at the City of Sitka's Wastewater Treatment Plant is
designed to reduce heating fuel consumption by over 14,000 gallons per year and reduce the risk
to Sitka's invaluable aquatic resources associated with this reduced quantity of heating oil.
The Sitka Tribe of Alaska hereby supports the City of Sitka's efforts to secure funding to install
a heat pump system in the Wastewater Treatment Plant.
