The purpose of this letter is to express AP&T’s support for the Tlingit-Haida Regional
Housing Authority’s (THRHA) funding request for a biomass heating system at its low-
income apartment complex in Klawock, Alaska.
Residents of Prince of Wales Island experience very high household energy costs, which
are in excess of energy costs in nearby communities which have benefitted from
substantial State grant investment in legacy hydropower projects (ex: Ketchikan,
Wrangell, and Petersburg). AP&T strongly supports efforts by the State of Alaska to
reduce existing energy cost disparity in southeast Alaska, and throughout the State of
Alaska.
THRHA’s funding request is a modest investment that will help provide more cost-
effective energy supply for low income families and vulnerable populations, which suffer
disproportionate hardships associated with high and rising energy costs. AP&T strongly
supports initiatives which help its ratepayers access more affordable energy, and which
diversify regional energy supply.
It is also worth noting that AHFC’s plans for increased deployment of biomass heat are
consistent with recommendations of the Southeast Alaska Integrated Resource Plan
(SEIRP), which encourages increased application of biomass energy region-wide in
southeast Alaska.
