A RESOLUTION REQUESTING ALASKA ENERGY AUTHORITY ROUND 6
RENEWABLE ENERGY GRANT PROGRAM FUNDING FOR THE TANANA PUBLIC
FACILITY SOLAR/BIOMASS THERMAL SPACE HEATING INTEGRATION PROJECT
WHEREAS, the City of Tanana has determined that the high cost of space heating its public
facilities with imported fuel oil is causing a significant cash drain from the economy of Tanana
and that there is opportunity to supplant imported and expensive fuel oil for space heating with
locally harvested woody biomass fired systems, lower energy costs, create local biomass
employment opportunities, and
WHEREAS, the City of Tanana is currently conducting energy efficiency retrofits and
conversion of public facilities at Tanana to woody biomass space heating utilizing funding from
the U.S. Department Energy EECBG and Alaska Energy Authority (Round 3), and
WHEREAS, the City of Tanana has undertaken a thorough investigation of the costs and benefits
of integrating solar thermal collection with woody biomass space heating systems of its public
facilities in order optimize use of renewable energy sources at Tanana, and
WHEREAS, the City of Tanana’s current woody biomass project offers opportunity for cost-
effective installation and integration of solar thermal collection systems by sharing of Tanana’s
biomass thermal storage capacity and space heating distribution hardware and as a result, will
result in minimizing the capital investment required to establish solar thermal systems at Tanana,
and
WHEREAS, the City of Tanana conservatively estimates the in-kind value of sharing Tanana’s
biomass thermal storage capacity and space heating distribution hardware with the planned
Round 6 solar thermal project at a minimum of $50,000.
NOW, THEREFORE BE IT RESOLVED, that the City of Tanana respectfully requests an AEA
Round 6 appropriation in the amount of $81,700 for purposes of funding the planned Tanana
Public Facility Solar/Biomass Thermal Space Heating Integration Project and authorizes its City
Manager, Bear Ketzler to sign all AEA application documents, and
BE IT RESOLVED, that the City of Tanana hereby agrees to donate, in-kind, its biomass
systems’ thermal storage capacity and space heating delivery systems hardware at an estimated
value of $50,000 to the planned Tanana Public Facility Solar/Biomass Thermal Space Heating
Integration Project as described in the AEA Round 6 funding application submitted by City of
Tanana.

This resolution was duly adopted by the City of Tanana at a meeting held at Tanana Village,
