Regarding: Letter of Support for Renewable Energy Grant Program Round VII: Cosmos Hills Hydro Project
Dear Mr. Gilbert:
The NANA Regional Corporation understands that the Alaska Village Electric Cooperative, Inc. (AVEC) is
requesting funding from the Alaska Energy Authority Renewable Energy Fund, Round VII, for design and
permitting of a hydroelectric project in the Cosmos Hills. The hydroelectric facility would serve Kobuk,
Shungnak, and Ambler.
The project is crucial to stabilizing energy costs in these communities, which is important since they
experience some of the highest energy costs in the State of Alaska. Costs are especially high because
often barge fuel delivery to the villages is impossible due to low water in the Kobuk River. AVEC and
NANA have been studying the hydroelectric potential in the region for the last four years. It has been
determined that hydropower is feasible in the region. NANA fully supports this important project and
AVEC's request for AEA funding for the design and permitting phase.
AVEC is welcome to include this letter in the grant application package. NANA's in -kind contribution is
attached to the letter..

NANA commits to providing a Working Group that will assist the project in the following ways:
• Keep the community and regional leaders and residents informed on the progress of the
project
• Organize and hold community meetings and presentations within the region
• Promote the project within the region and throughout the state
• Assist with coordinating the transfer of the right-of-way and property that will be
required for this project
NANA understands that the next phase of the project will be approximately two years in duration
and will be to complete the 65% design and permitting. NANA estimates that the above efforts
will cost in excess of $75,000,

Northwest Arctic Borough understands that the Alaska Village Electric Cooperative, Inc.

Our Regional Strategic Energy planning, recognizes this project as one with high potential for
development.
In our Borough it is recognized that all Stakeholders needs to work together for the
development of the local resources. This effort will create a more sustainable and cleaner
future for the coming generations.
