It includes the additional programming of functions in the Hydro Plant Switchgear and installing electric heating equipment controls in the Public Buildings. Coordination and Scheduling Provide all required administrative and supervisory requirements for the coordination of the work. The electrical contractor shall coordinate his with the work his subcontractors, suppliers, other trades, and the owner. Quality Control and Workmanship The contractor shall maintain complete control of the constructed project, such that the complete project shall be free of defects and in full conformance with the contract documents. All construction work shall be done in a thorough and workmanlike manner by workmen skilled in and regularly employed at that trade in accordance with the contract documents that assures quality construction throughout. Remove and replace any work found defective or not complying with requirements of the contract documents, at no additional cost to the Owner. Contractor shall comply with the applicable local and national codes, ordinances and regulations affecting materials and methods used; and recommended practices as set down by the National Electric Code and the International Building Code. Inspection and Project Closeout The Owner has full authority to see that the work is performed in strict accordance with the contract documents. The Owner will require a complete final inspection of all parts of the work prior to project acceptance and closeout. STA. SVC. METER STA. SVC. PANEL EXISTING HYDRO PLANT FLOOR PLAN ® 2 4 SCALE: 1 /2 INCH = 1 FOOT 1/2 INCH = 1 FEET Clean—up Remove all waste materials and rubbish from the site, thoroughly clean all surfaces of work and leave ready for occupancy by the Owner. The Owner will verify completion and/or correction of the items above. Permits, Inspection and Fees Obtain permits and inspections and pay fees required by State and Local Authorities. During progress of project, work shall be inspected by the Owner. Present Inspector's certificates of compliance to the Owner. Submittals Submit technical data and required information on all equipment and materials. Cutting & Patching Cutting and patching shall be kept to a minimum. Patch all affected areas to match existing finish work. Do not cut structural members. Measurements & Quantities Contractor shall field verify measurements and quantities shown in contract documents prior to bidding. Verify space available prior to fabrication and installation of any work. Basic Materials & Methods 1. All materials shall be new. 2. All wire (conductors) shall be copper, Type XHHW, with 90 degree C insulation. 3. Wire colors shall be as per applicable code. 4. Branch circuit conductors shall be #12 AWG minimum, unless noted otherwise. Runs exceeding 100 feet shall be #10 AWG minimum, unless noted otherwise. 5. All conductors shall be identified and tagged at each end of wire. 6. All runs shall be installed in metallic or IMC conduit with threaded joints. 7. PVC (schedule 40) conduit permitted below slab and below grade only. 8. All building conduit penetrations shall be sealed in accordance with NEC and patched as noted above. 9. All conduits shall be sealed in accordance with NEC as required. 10. All device boxes shall be installed flush and conduits run concealed in finished areas except as specifically shown/noted on these drawings. 11. All branch circuitsL, except interior lighting to have a greenL equipment grounding conductor sized per NEC. 12. All branch circuits shall be properly phase balanced. 13. Fuse elements shall be dual element, time delay type unless otherwise noted. 14. All materials shall be UL approved. 15. Provide new typewritten panel directory reflecting all as ---built conditions. 16. Wire shall be handled carefully at all times to avoid damage, and shall not be dragged across ground, equipment, or sharp projections. Care shall be exercised to avoid excessive bending of the wire. Controls Provide all programming and materials required in the existing Thomson Turbine Governors Ltd. Controller Panel to add functional control of the TTG-51 relay modules in each public building. Test the on/off automated control of heating system in each building. Misc. Equipment 1. Remote load management module shall be Thomson Turbine Governors Ltd. Model TTG-51, 50 hertz, in a 12"x12"x6" NEMA 4 steel enclosure with front panel indicators for power, steps on, and modulation detect, or approved equal. 2. Existing meterbases to be replaced with new duplex meterbases. One meterbase shall power existing electrical service and second meterbase shall power dispachable heating system. Duplex meterbase shall be SQUARE—D MP 22125 or approved equal. Supply with ONE 90 AMP breaker and ONE 100 AMP breaker. 3. Electric baseboards shall be QMARK SLOPE TOP CONVECTORS, Model 'ST' with built in line —voltage thermostat, with nominal output of 250 WATTS/FOOT, or approved equal. Standard unit length baseboards shown on building sheets. 4. Electric unit heaters shall be TRANE HORIZONTAL DISCHARGE, Model 'UHEC' with nominal output as shown on building sheets, or approved equal. 5. Notify Engineer immediately if conflicts found in the field installation of electric heating units as shown on plan. 6. All wiring runs in crawl space and attic to be MC Cable. 7. It includes the addition of equipment and systems to serve the heating, piping, and control functions in the facility. COORDINATION & SCHEDULING Provide all required administrative and supervisory requirements for the coordination of the work. The mechanical contractor shall coordinate his work with the work of his subcontractors, suppliers, and the Owner. QUALITY CONTROL The contractor shall be required to maintain complete control of the constructed project, such that the complete project shall be free of defects and in full conformance of the project documents. CONTRACTOR RESPONSIBILITY The contractor shall utilize procedures that assure quality construction throughout, with use of the best industry standards for the specific process used. Remove and replace any work found defective or not complying with requirements of the contract documents, at no additional cost to the Owner. INSPECTION SERVICES The Owner has full authority to see that the work is performed in strict accordance with the contract documents. FINAL CHECKOUT & PROJECT CLOSEOUT The Owner will require a complete final inspection of all parts of the work. Work shall include but not be limited to the following: piping, equipment, wiring, and finish work. CLEAN-UP Remove all waste materials and rubbish from the site, thoroughly clean all surfaces of work, and leave ready for occupancy by the Owner. The Owner will verify the completion and/or correction of the items above. PERMITS, INSPECTIONS & FEES Obtain permits and inspections and pay fees required by the local authorities. During its progress, the work shall be inspected by the Owner. Present Inspector's certificates of compliance to the Owner. SUBMITTED DATA Submit technical data and required information on all equipment and materials. QUALITY Contractor shall comply with the applicable local and national codes, ordinances and regulations affecting materials and methods used; and recommended practices as set down by the International Building and Mechanical Codes, Uniform Plumbing Codes, and the National Electric Code. WORKMANSHIP All work to be done by workmen skilled in and regularly employed at that trade. CUTTING & PATCHING Cutting and patching shall be kept to a minimum. All patching to match existing finish work. Do not cut structural members. MEASUREMENTS Contractor shall field verify prior to bidding. Verify space availability prior to fabrication and installation of any work. BASIC MATERIALS & METHODS 1. Heating System: Copper Pipe: Type L, ASTM B88, with sweat fittings and 430 silver solder joints. Steel Pipe: Black steel ASTM A120 or A53 Grade A or B, standard weight. Steel Fittings: a. 2 Inches and Smaller - 150-pound black malleable iron, black, screwed, ANSI B16.3 and ASTM A97. b. 2-1/2 Inches and Larger - Standard weight, seamless steel, butt -welding to ANSI B16.9, Grade WPB. 2. Valves: Select valves of the best type and quality suited for the specific service and piping system used. Minimum working pressure 150 psig W.O.G.. 3. Balancing Valves: Circuit setter type, ductile iron body with bronze disc, suitable for flow measurement, flow balancing, and tight shutoff. Taco or Bell & Gossett. 4. Air Vents: Automatic - float operated type, 75 psig working pressure. Manual - disc -type with built in check valve, 50 psig working pressure. Automatic air vents at high points of heating system. 5. Dielectric Unions: Provide at each joint between dissimilar -metals. 6. Pipe Insulation: Fiberglass pipe insulation with factory applied all -service jacket; factory pre -molded PVC fitting and valve covers. Thermal conductivity K=0.24 at 10OF mean temperature. Thickness: 1.0-inch for heating supply and return system. Thickness: 1.5-inch for heating supply and return system for pipes 2%" or larger. 7. Pipe Supports: Support single pipes with individual hangers or provide multiple pipe trapeze hangers. Support from beams using appropriate beam clamps and hanger rods. Support horizontal piping runs at five feet on centers and at changes of direction. Conform to IMC and UPC requirements. 8. Plastic Pipe Markers: Factory fabricated, flexible, semi -rigid plastic, preformed to fit around pipe or pipe covering. 9. Valve Tags: Laminated three -layer plastic with engraved black letters on light contrasting background color, minimum 1-1/2 inches dia. Metal Tags: Brass with stamped letters; tag size, minimum 1-1/2 inches diameter with smooth edges. Tag Chart: Typewritten letter size list of applied tags and location in anodized aluminum frame. 10. Coordinate all new work with the conduits, lights, hangers, structural members and other trades. 11. Submit project data, warranties, and 0&M data for review. 12. See schedules for equipment requirements and specifications. 13. Install all equipment according to manufacturer's recommendations. Install only products specifically designed and approved for the type of operation or service. TESTING & CLEANING 1. Test the heating systems at 100 psi with no pressure drop over a four hour period, with system stabilized at design temperature. Observe system for leaks, faulty circulation, expansion and contraction, and repair any deficiencies. 2. Pressure flush the heating piping to remove iron oxides and mill scale from the system. Flush the piping with trisodium phosphate solution, 1 pound for each 50 gallons of water which shall be circulated for four hours, then drained and flushed with clean water. Repeat this process until the system is clean. Exercise proper care during cleaning and flushing of system to ensure no damage is done to any equipment, valves, or fittings. MECHANICAL SPECIFICATIONS (CONTV BALANCING & STARTUP 1. Testing and balancing of the heating system begins by verifying the air vents, at the high points of the system, are operating freely. Ensure all air is removed from the circulating system. Upon completion of flow readings and adjustments, mark all settings and record all data. Deliver the testing meter to the Owner. 2. Complete and submit the final testing and balancing report before the project is complete. CONTROLS 1. Provide a complete automatic temperature control system to provide the equipment control sequences noted below. 2. All components used will be only commercial grade. Provide all equipment for a complete and operational system. 3. Control Wiring: Provide electric wiring and wiring connections required for the installation of the control system. Comply with the requirements of the National Electric Code. 4. The control contractor shall work with and coordinate with the engineer on the components, sequences of operation and system capabilities. 5. Submit project data, warranties, 0&M data, and control shop drawings for review. SEQUENCE OF OPERATION HEATING SYSTEM 1. Electric Boiler (B-2): Boiler will have factory provided controls that control boiler firing sequence, supply temperature, temperature reset, and pump operation. The boiler shall shut down upon fluid flow failure as sensed by the low water cutoff switch, by the high limit switch or by its flame safety control system. 2. Circulating Pump (PMP-B2): Shall operate whenever there is a call for heat from a building thermostat and also when boiler B-1 is operating. Manual control will be by an on/off switch. 3. Operating Mode: a. Existing Boiler (B-1) is to have the operating controller reset for HWS temperature setpoint of 170°F and a HWR temperature setpoint of 150°F. B-1 high limit to remain as currently set. Relocate existing temperature sensor downstregfp of new electric boiler (B-2) tie-in. b. Electric Boiler (B-2) is to be set for HWS temperature setpoint of 180°F with a 20°F T. The dispatchable electric meter and panel shall start B-2 and PMP-62 when power is available. C. Resetting B-1 operating parameters is to allow B-2 to operate as the lead boiler when dispatchable power is available.
