Construction and Commissioning 2.4 PROJECT DESCRIPTION Provide a brief one paragraph description of the proposed heat project. This project consists of the installation of a dispatchable electric energy system to supply electric space heat to designated buildings regularly used by the general public of Atka. The energy to power the system will come from excess electricity available from the recently completed Chuniixsax Creek hydroelectric plant. The existing hydro-electric controls will be reprogrammed to support the dispatchable system. Each installation will include replacement of the existing electric meter with a duplex meter base to meter dispatched energy separate from building power; a new dispatchable energy panel and controller; an electric boiler; unit heaters or baseboards; wiring; and hydronic heating connections. AEA2014-006 Grant Application Page 2 of21 712/2013 Renewable Energy Fund Round VII Grant Application -Heat Projects 2.5 PROJECT BENEFIT Briefly discuss the financial and public benefits that will result from this heat project, (such as reduced fuel costs, lower energy costs, local jobs created etc.) This program will benefit the residents of Atka as a whole by providing a cheaper heating source to various local entities that provide services to the public. Funds that would have been used to purchase diesel fuel will be freed up for other purposes. The money saved can be used to create additional local jobs, complete repairs and maintenance on public facilities and equipment, or create new programs to provide additional services to Atka residents. The estimated costs and savings at various levels of heat availability is shown below. The total estimated cost of the project is $135,254. The City of Atka will provide 15% of the project cost or $20,289. Her most recent project was management of the completion of the Chuniixsax Creek Hydro- electric Project. Her resume is attached to this application as Attachment A. Include any partnerships or commitments with other entities you have or anticipate will be needed to complete your project. Describe any existing contracts and the selection process you may use for major equipment purchases or contracts. Include brief resumes and references for known, key personnel, contractors, and suppliers as an attachment to your application. The City of Atka procurement policy requires competitive bidding for any contracts or purchases over $100,000. Any purchase over $5000 is required to have at least two quotes. A contractor to handle equipment acquisition, delivery to Atka, installation, testing, and startup will be selected using a competitive bidding process. Inspections will be the responsibility of Polarconsult Alaska who prepared the design and specifications. Accounting and grant management will be the responsibility of the City Administrator who has experience managing larger projects than this will be. 3.4 Project Communications Discuss how you plan to monitor the project and keep the Authority informed of the status. Please provide an alternative contact person and their contact information. • Weekly meeting between City Administrator, Engineer, and Contractor for updates on progress status before project begins. • Daily written reports and photographs from Contractor to City Administrator and Engineer while installation is in progress. Copies can be forwarded to Alaska Energy Authority as required. • Monthly written narrative and financial reports by the City Administrator to the Alaska Energy Authority Project Manager. • Communication by email or telephone as needed. 3.5 Project Risk Discuss potential problems and how you would address them. A potential problem experienced in all projects done in Atka relates to the difficult transportation and logistics the community experiences. The schedule will be adjusted as needed to adapt to delays in transportation and delivery of materials to Atka. SECTION 4-PROJECT DESCRIPTION AND TASKS • The level of information will vary according to phase(s) of the project you propose to undertake with grant funds. • If some work has already been completed on your project and you are requesting funding for an advanced phase, submit information sufficient to demonstrate that the preceding phases are satisfied and funding for an advanced phase is warranted. 4.1 Proposed Energy Resource Describe the potential extent/amount of the energy resource that is available. Discuss the pros and cons of your proposed energy resource vs. other alternatives that may be available for the market to be served by your project. For pre-construction applications, describe the resource to the extent known. For design and permitting or construction projects, please provide feasibility documents, design documents, and permitting documents (if applicable) as attachments to this application. The Chuniixsax Creek Hydro-electric project has the capability of producing 1,677,471 kWh of electricity during years of average rainfall. The plant will operate year-round with the possibility of some downtime due to temporary low water levels. It is estimated that the hydro power plant will operate 80-85% of the year.
