SEAPA Swan Lake Reservoir Expansion Project (Phases III & IV)
Dear Mr. Calfa:
The Southeast Alaska Power Agency ("SEAPA") is pleased to submit the enclosed application
for Renewable Energy Grant funding. The proposed use of grant funds is for completion of
SEAPA's Swan Lake Reservoir Expansion Project, which will enhance hydro storage capacity in
the region. The project not only benefits the communities of Petersburg, Wrangell, and
Ketchikan, but also displaces diesel and adds operational flexibility that benefits the entire
region. It will also provide additional storage for non-dispatchable sources such as wind or run -
of -the -river hydro, which could be potential future projects. One hundred percent of the energy
produced as a result of enhancing the storage capacity will be for public benefit.
SEAPA's mission, as a non-profit public corporation, is to provide the lowest wholesale power
rate consistent with sound utility planning and business practices, and exists for the long-term
benefit of its member utilities and the rate payers, providing unified regional leadership for
project development and prudent management of its interconnected power system.
SEAPA has invested one -and -a -half years of effort and $483,350 to date into the project.
According to Section 1.5 of the RFA from this Round VII of the AEA's Renewable Energy Fund
Program, SEAPA is eligible to request a grant funding limit of $4,000,000, which is the amount
requested in the enclosed application. The balance of $8,330,519 is SEAPA's anticipated cash
match for completion of the project; however, SEAPA will continue to pursue other funding
opportunities.
SEAPA acknowledges and agrees that this project and its results are for the benefit of the
communities of Ketchikan, Wrangell, and Petersburg. SEAPA will not deny any person use or
benefit of the project or project results due to race, religion, color, national origin, age, physical
handicap, sex, marital status, changes in marital status, pregnancy, or parenthood.
Eric Wolfe will serve as the Grantee Project Manager, and I will have overall authority for the
