Dear Mr. Petrie:
NANA Regional Corporation understands that AVEC is preparing a grant application to conduct a wind
resource assessment and intertie feasibility in the area of Kobuk, Shungnak and Ambler.
The study will analyze wind resource data retrieved from a meteorology (met) tower located near
Wesley Creek for a year. If the study shows that there is a good wind resource, AVEC will pursue
installation of a wind turbine that would bring power through an intertie to Kobuk, Shungnak and
Ambler. NANA is committed to development of wind power in Cosmos Hills and they have purchased a
met tower to enhance and support this project.
NANA supports the study, as it will help to understand whether wind power is a solution to high and
unstable power costs in these communities. NANA is willing to work with AVEC to find and provide
access to a good site for the met tower and will help AVEC get approvals for placement of the tower and
to conduct the geotechnical survey. AVEC is welcome to include this letter in the grant applications
package.

NANA Regional Corpomtion (NANA) is taking a proactive to in pursuing renewable
energy sources by participating in the "Renewable Energy Project" proposal for the
Alaska Energy Authority (AEA).
Recent surveys have shown that NANA region residents are supportive of renewable
energy development and are willing to participate in pursuing renewable energy projects.
A McDowell Group study released in April of 2009 found that the Arctic region was 48
percent more expensive to live in than Anchorage. Kotzebue was 61 percent more
expensive. This disparity is largely caused by the escalating cost of energy. It is these
costs that are motivating NANA region residents to look for new energy sources and
identifying ways to harness these sources for their communities.
Out -migration of NANA shareholders due to astronomical energy prices, and the burden
placed on shareholder families due to energy costs threatens the regions Iflupiat cultural
heritage and NANA shareholders subsistence lifestyle. It is for these reasons that NANA
is committed to helping Alaska Village Electric Cooperative (AVEC) and Teck
Resources, Ltd. (Teck) perform a feasibility study to determine if wind energy and
transmission could be developed for the benefit of Kivalina and other communities in
order to alleviate energy costs in these villages.
Wind Energy has the potential to displace costs associated with currently utilized heating
and electrical sources. NANA will support development of these projects by providing
the services of Sonny Adams, NANA projects manager, and Jay Hemranson, alternative
energy manager with WHPacifte, Inc., a NANA subsidiary company.
WHPacific, Inc. and other consultants will provide expertise in the research, development
and creation of the feasibility study. WHPacifrc, Inc. will also provide support services to
Teck and AVEC, such as technical and planning services. NANA will provide members
from the NANA Strategic Energy Plan group to provide guidance throughout the project.

A resolution of consensus of the Native Village of Shungnak on behalf of the Tribal members of
Shungnak
Whereas: the communities of Ambler, Shungnak, and Kobuk experience some the highest energy costs
in the State of Alaska; and
Whereas: the Alaska Village Electric Cooperative (AVEC) is working to getfunded to connect Ambler
and Shungnak by an electric intertie and to repair the existing intertie between: Shungnak and Kobuk; and
Whereas: the high energy costs are due to the high cost of transporting fuel by air when low water in the
Kobuk River prevents barges from delivering fuel;and .
Whereas: AVEC has found, after three years of research and extended field studies, that hydroelectric
power generation is feasible in the area: and
Whereas: hydroelectric power has the potential to stabilize energy costs in our community and in the
Upper Kobuk area; and
Whereas: the Native Village of Shungnak is working with, its utility, AVEC, and the adjoining
communities of Ambler and Kobuk to secure the funding necessary for the licensing and final design of a
hydropower facility in the Cosmos Hills area; and
Whereas: the Native Village of Shungnak and AVEC endorse this project and support obtaining the
resources necessary to move this project to the next step.
Now Therefore Be It Resolved That: the Shungnak Tribal Council supports completing the licensing
and final design of a hydropower facility to serve Ambler, Shungnak. and Kobuk; and
Be It. Further Resolved: that the Native Village of Shungnak supports AVEC's request to the Alaska
State Legislature and urges the Legislature to fund the licensing and final design of hydropower facility;
and
Be It Further Resolved: that the Native Village of Shungnak has reviewed the resolution and that said
resolution be hereby approved.

The Native Village of Shungnak (NVS) understands that the Alaska Village Electric
Cooperative, Inc. (AVEC) is requesting funding from the Alaska State Legislature for
constructing a new intertie between Ambler and Shungnak with a backup generator in Shungnak.
a new joint power plant in Ambler, and a new consolidated bulk fuel facility in Ambler. We
believe these projects are very important to three communities in the Upper Kobuk Valley Area
An AFA-owned intertie from AVEC's Shungnak power plant provides power to Kobuk Valley
electric, which serves Kobuk.) Shungannak and Ambler experience the second and third highest
fuel costs of all of AVEC's communities, respectively. Often. the Kobuk River water level is so
low that barges are unable to deliver fuel, and fuel must be flown into the communities. When
this occurred in Shungnak in 2010, the cost of fuel was between $5.70/gallon and $5.93/gallon.
Crowley has indicated that fuel delivery to Shungnak via barge will be inconsistent or impossible
in the future because of the river level and the sand bar that has formed near the community.
Crowley does believe that barge fuel delivery to Ambler will continue to be possible.
Because of the issues with barge fuel delivery and the high cost of flying fuel into Shungnak, the
NV S supports AVEC's request to the State of Alaska to fund construction of a new power plant
and tank fann in Ambler and an intertie between Ambler and Shungnak and Kobuk. With a
larger power plant and tank farm, able to serve three communities, efficiencies will improve,
thereby helping to stabilize rising energy costs in the area.
The existing 1 I mile long intertie between Shungnak and Kobuk need to be refurbished in order
to make the stricture more permanent. The line is in poor condition and power outages have
been common in our neighbor community of Kobuk this winter. We understand that AVEC is in
discussions with the Alaska Energy Authority to transfer ownership of the state-owned 20 year-
old intertie. However, we understand the need for improvements in stability and reliability of the
intertie before AVSG will take ownership. The NVS fully supports a new intertie between
Ambler and Shungnak (with a backup generator in Shungnak), a new Ambler power plant, and
Ambler tank faun and requests that the Alaska State Legislature fully fund these important
projects. We also need refurbishments to the existing Shungnak-Kobuk line as it is in dire need
of repair. These energy upgrades are necessary to provide reliable power in our community and
to our neighbors, Ambler and Kobuk.
