This instruction page and the following grant application constitutes the Grant Application Form
for Round 6 of the Renewable Energy Fund. An electronic version of the Request for
Applications (RFA) and this form are available online at:

If you are applying for grants for more than one project, provide separate application
forms for each project.
Multiple phases for the same project may be submitted as one application.
If you are applying for grant funding for more than one phase of a project, provide
milestones and grant budget for each phase of the project.
In order to ensure that grants provide sufficient benefit to the public, AEA may limit
recommendations for grants to preliminary development phases in accordance with 3
ACC 107.605(1).
If some work has already been completed on your project and you are requesting
funding for an advanced phase, submit information sufficient to demonstrate that the
preceding phases are satisfied and funding for an advanced phase is warranted.
If you have additional information or reports you would like the Authority to consider in
reviewing your application, either provide an electronic version of the document with
your submission or reference a web link where it can be downloaded or reviewed.
REMINDER:
Alaska Energy Authority is subject to the Public Records Act AS 40.25, and materials
submitted to the Authority may be subject to disclosure requirements under the act if no
statutory exemptions apply.
All applications received will be posted on the Authority web site after final
recommendations are made to the legislature.
In accordance with 3 AAC 107.630 (b) Applicants may request trade secrets or
proprietary company data be kept confidential subject to review and approval by the
Authority. If you want information is to be kept confidential the applicant must:
o Request the information be kept confidential.
o Clearly identify the information that is the trade secret or proprietary in their
application.
o Receive concurrence from the Authority that the information will be kept
confidential. If the Authority determines it is not confidential it will be treated as a

2.4 PROJECT DESCRIPTION
Provide a brief one paragraph description of your proposed project.
This project includes upgrades to the AVEC power plant cooling system, installation of
heat exchangers at the AVEC plant and school boiler module with appropriate pumps
and controls at both sites and 700 feet of underground piping between the plant and
school boiler module

2.5 PROJECT BENEFIT
Briefly discuss the financial and public benefits that will result from this project, (such as reduced fuel
costs, lower energy costs, etc.)
This project would reduce fuel consumption by a significant amount and would allow the school district to
direct more funds to the educational process not only in New Stuyahok but in our other six communities
Currently there is no use for the excess heat being produced at the power plant and this valuable
resource is not being tapped.
2.6 PROJECT BUDGET OVERVIEW
Briefly discuss the amount of funds needed, the anticipated sources of funds, and the nature and source
of other contributions to the project.
We are asking for $498,000 in grant funds and will provide In – Kind Labor of $12,000 with In House
personnel we have a licenced Plumber on staff and local Village labours available. We have purchased
the underground piping for this project at a cost of $50,000

SECTION 3 – PROJECT MANAGEMENT PLAN
Describe who will be responsible for managing the project and provide a plan for successfully
completing the project within the scope, schedule and budget proposed in the application.
3.1 Project Manager

The Project Manager for this project will be Rick Dallmann he is the Facilities & Maintenance
Director for Southwest Region School District, he has acquired and managed over 100 million
dollars worth of State and Federal Grants over the last ten years for the District (see resume)

3.3 Project Resources
Describe the personnel, contractors, accounting or bookkeeping personnel or firms, equipment,
and services you will use to accomplish the project. Include any partnerships or commitments
with other entities you have or anticipate will be needed to complete your project. Describe any
existing contracts and the selection process you may use for major equipment purchases or
contracts. Include brief resumes and references for known, key personnel, contractors, and
suppliers as an attachment to your application.
The district has a qualified full time Business office that is very familiar with grant reporting and
procedures. All district supplied equipment or services will be secured using our purchasing
guidelines that follow state statues (se attached policy) and school board policy.
The district has been working with AVEC since 2005 on planning for the new school and new
power plant to be close enough to utilize the heat recovery system, the school was completed
before the new power plant became operational, we also worked with AVEC on a new bulk fuel
facility combining both tank farms in one area near the school and power plant. This project was
completed in the spring of 2012
The district currently has a design firm (USKH) on term contract for the design of a new school,
they were selected through a competitive RFP process and will be asked to provide cost
estimates for portions of the project as well the district has a list of preferred Engineers that will
be asked to provide cost estimates.
3.4 Project Communications
Discuss how you plan to monitor the project and keep the Authority informed of the status.
Please provide an alternative contact person and their contact information.
The project manager will make weekly trips to site during construction, Construction
Superintendent will be required to keep daily job records and provide weekly reports to project
manager. Project Manager would provide Quarterly Status reports, as well as Quarterly
Financial reports including the approved budget, previously reported expenditures and
expenditures from the current period. The district also has a maintenance mechanic that is
based in New Stuyahok and would be able to provide daily information as needed.

3.5 Project Risk
Discuss potential problems and how you would address them.
One potential problem is getting the equipment procured and loaded onto barges and into
Dillingham (local hub) before fall and low water in the river, New Stuyahok is 35 river miles from
the loading dock.
The issue would be know shortly before the equipment would arrive and barging companies
would be contacted and smaller craft would be secured if the larger barge could not make it all
the way to New Stuyahok. We went through this situation during construction of the new School
Locals also have smaller craft up river and could be used to shuttle equipment if needed.

SECTION 4 – PROJECT DESCRIPTION AND TASKS
The level of information will vary according to phase(s) of the project you propose to
undertake with grant funds.

4.1 Proposed Energy Resource
Describe the potential extent/amount of the energy resource that is available.
Discuss the pros and cons of your proposed energy resource vs. other alternatives that may be
available for the market to be served by your project. For pre-construction applications, describe
the resource to the extent known. For design and permitting or construction projects, please
provide feasibility documents, design documents, and permitting documents (if applicable) as
attachments to this application.

At this time there are no other commercial buildings in the area that could utilize the recovered
heat. The new school was designed and the placement chosen to be able to utilize the
recovered heat system when it became available.
4.2 Existing Energy System
4.2.1 Basic configuration of Existing Energy System
Briefly discuss the basic configuration of the existing energy system. Include information about
the number, size, age, efficiency, and type of generation.

4.2.2 Existing Energy Resources Used
Briefly discuss your understanding of the existing energy resources. Include a brief discussion of
any impact the project may have on existing energy infrastructure and resources.
There should be no impact on existing energy infrastructure. There would be an impact to the
Fuel barging company by reduced gallons of fuel needed to operate the school.
4.2.3 Existing Energy Market
Discuss existing energy use and its market. Discuss impacts your project may have on energy
customers.
The school using recovered heat from the power plant should not effect AVEC customers in the
Village

4.3 Proposed System
Include information necessary to describe the system you are intending to develop and address
potential system design, land ownership, permits, and environmental issues.
The system would include heat exchangers at the AVEC plant and school boiler module with 3”
insulated underground piping (300’) between buildings
The project is on a developed site and all permitting and environmental issues and clearances
have been secured ( see attached list)
4.3.1 System Design

4.3.2 Land Ownership
Identify potential land ownership issues, including whether site owners have agreed to the
project or how you intend to approach land ownership and access issues. ~ no issues with
ownership both parties own the land and have agreements in place for joint fuel line use as well
as combined spill response, Southwest region schools secured the AVEC parcel of land when
we got the property for the new school and did survey and transfer the lot to AVEC.
We have a very good and long relationship working with AVEC on numerous projects
4.3.3 Permits
Provide the following information as it may relate to permitting and how you intend to address
outstanding permit issues.

SECTION 5– PROJECT BENEFIT
Explain the economic and public benefits of your project. Include direct cost savings,
and how the people of Alaska will benefit from the project.
The benefits information should include the following:
Potential annual fuel displacement (gallons and dollars) over the lifetime of the evaluated
renewable energy project
Anticipated annual revenue (based on i.e. a Proposed Power Purchase Agreement price,
RCA tariff, or cost based rate)
Potential additional annual incentives (i.e. tax credits)
Potential additional annual revenue streams (i.e. green tag sales or other renewable
energy subsidies or programs that might be available)
Discuss the non-economic public benefits to Alaskans over the lifetime of the project
Estimated potential fuel displacement of 27,000 gallons per year at $4.40 per gallon
annual projected savings $119,000
Once this project is complete the benefits will continue throughout the life of the school
and power plant using an untapped resource. With energy costs continuing to escalate
these projects are vital to control costs, this benefits all Alaskans by allowing more
resources to be directed to the Educational process and reducing operational costs.
SECTION 6– SUSTAINABILITY
Discuss your plan for operating the completed project so that it will be sustainable.
Include at a minimum:
Proposed business structure(s) and concepts that may be considered.
How you propose to finance the maintenance and operations for the life of the project
Identification of operational issues that could arise.
A description of operational costs including on-going support for any back-up or existing
systems that may be require to continue operation
Commitment to reporting the savings and benefits
The school district has a fully operational Maintenance Department (annual budget 2.2 million
We are certified by the State of Alaska for our Maintenance and Facility Management Program.
This keeps us eligible for grant funding through the State
All equipment and systems will become part of our renewal & replacement schedules and a
preventative maintenance schedule will be created.
Annual O/M cost are estimated to be $1,000 per year this would be budgeted for each year
We employ a on site maintenance person that would be responsible for the day to day operations
and completion of PM/corrective maintenance work orders. The district is using a web based
work order system that generates monthly PM orders for each piece of equipment and each
individual school site. All work orders are tracked to ensure they are being done.
The district also has a Licensed Plumber and Electrician on staff for more detailed repairs
As part of the districts Energy Management Program we track all monthly energy costs at each
school site, this is also a State requirement to stay eligible for grant funding.

SECTION 7 – READINESS & COMPLIANCE WITH OTHER GRANTS
Discuss what you have done to prepare for this award and how quickly you intend to proceed
with work once your grant is approved.
Tell us what you may have already accomplished on the project to date and identify other grants
that may have been previously awarded for this project and the degree you have been able to
meet the requirements of previous grants.
The school boiler module was designed to accommodate the heat recovery system and the new
AVEC power plant was designed to provide heat recovery. We are working with AVEC on a
sales agreement, the underground piping has been purchased and preliminary analysis has
been completed.
We intend to proceed as soon as possible after grant approval with the final design and
equipment purchase and contract awards to be able to get the outside portion of the work
completed before freeze up.
The new school was built under a State of Alaska grant and was completed in 2010 the grant
has been closed out and all requirements where met
Southwest Region Schools and AVEC worked together on the bulk fuel tank farm that was
completed in the spring 2012, this was an AK Energy Authority Grant, The grant has been closed
and all requirements where met.
SECTION 8– LOCAL SUPORT
Discuss what local support or possible opposition there may be regarding your project. Include
letters of support from the community that would benefit from this project.
The Village is in support of the school trying to use the recovered heat from the power plant this
project has been discussed since the start of the new school design in 2005.
There are also two regional school board members from New Stuyahok that supported the
resolution to seek grant funding for this project.
There has not been any know opposition to this project.

SECTION 9 – GRANT BUDGET
Tell us how much you want in grant funds Include any investments to date and funding sources,
how much is being requested in grant funds, and additional investments you will make as an
applicant.
Provide a narrative summary regarding funding sources and your financial commitment to the
project.
We are requesting $498,000 in grant funding for this project.
The district has purchased ($50,000) the 3” Insulated underground piping and barged it to
Dillingham, the district plumber has prepared the boiler module for the heat recovery system.
The district is prepared to provide In – Kind labor of $12,000 and project management.
This project has been in the planning stages and even without grant funding the district would
pursue this project with our own funding as it becomes available. This may take years to
complete, so the district is seeking grant funding where available.
Applications should include a separate worksheet for each project phase that was identified in
section 2.3.2 of this application, (Reconnaissance, Feasibility, Conceptual Design, Design and
Permitting, and Construction). Please use the tables provided below to detail your proposed
project’s budget. Be sure to use one table f or each phase of your project.
