RESOLUTION NO._11-09.19_
A RESOLUTION IN SUPPORT OF A HYDROELECTRIC CONSTRUCTION PROJECT AT GARTINA FALLS, FOR
THE PURPOSE OF SUPPLYING CLEAN, RENEWABLE POWER TO THE COMMUNITY OF HOONAH.
WHEREAS: the community of Hoonah Is currently reliant on diesel power generation as itssole source
of energy production, which is non-renewable, imported, cost -prohibitive, and a primary source of air
pollution emissions in Hoonah; and
WHEREAS: Inside Passage Electric Cooperative, hereinafter referred to as IPEC, Is the power utility
provider In Hoonah, which is currently pursuing a license to proceed with the Gartina Falls Hydroelectric
project from the Federal Energy Regulatory Commission, hereinafter referred to as FERC; and
WHEREAS: the City of Hoonah is in strong support of IPEC obtaining the proper license from FERC for
the purpose of moving forward with a hydroelectric project at the Gartina Falls site; and
WHEREAS: the Gartina Fells Hydroelectric project will provide clean, renewable, and local source
energy to the community of Hoonah with the likelihood of power rate reduction.
NOW, THEREFORE, BE IT RESOLVED, the City of Hoonah Is in full support of IPEC pursuing a FERC license
for the construction and operation of the Gartina Falls Hydroelectric project, which once in operation,
will provide the Community of Hoonah with it's first clean, renewable energy source with the likelihood
of a reduction in energy costs to the community.

Dear Secretary Bose:
Sealaska Corporation is an Alaska Native Regional corporation formed under the Alaska Native
Claims Settlement Act (ANCSA) of 1971 and represents more than 20,000 tribal member
shareholders of Tlingit, Haida and Tsimshian descent in Southeast Alaska.
Under ANCSA Sealaska will receive over 365,000 acres of land in Southeast Alaska. Sealaska
has a long history of working and supporting local utilities in their efforts to develop affordable,
renewable energy projects that exist on Sealaska's lands. The vast majority of the proposed
Gartina Falls Hydroelectric Project will occupy lands owned by Sealaska.
The Gartina Falls Hydroelectric Project will provide renewable to energy to Hoonah, AK.
Hannah is a primarily native community that has been economically suffering due to the high
cost of diesel energy production.
I am writing to you to express Sealaska's support for the project. We have reviewed the project
and find it consistent with our objectives of using our resources in the best interests of our tribal
member shareholders as well as all of the community residents. It is our intention to cooperate
with the Inside Passage Electric Cooperative to establish long-term land use agreement that will
allow the project to be developed on Sealaska lands.
We are in support of the proposed project timeline and use of the Traditional Licensing Process.
This nut -of -river project will have negligible environmental impacts and we would like to
request your assistance in moving this project through the regulatory process in as efficient of
manner as possible.

Dear Secretary Bose:
I am writing to you to express our support for the proposed Gartina Falls Hydroelectric Project
near Hoonah, AK. Huna Totem Corporation is a village corporation formed under the Alaska
Native Claims Settlement Act (ANCSA) of 1971and is owned by over 1,300 native shareholders
whose aboriginal ties are to the Village of Hannah.
The Gartina Falls Hydroelectric Project would be a valuable asset to the community of Hoonah.
Currently all of the energy generation in Hoonah comes from diesel generation. With fuel prices
over $4 per gallon, paying for electricity is becoming an ever increasing burden for the residents
and businesses of Hoonah, is impacting jobs and has become an impediment to new business
establishment. This high cost of electricity impacts the entire community, including our
shareholders who live in Hoonah and are suffering because of this.
We know and understand the project and have no concerns that its development would impact
the fisheries or wildlife in the area of our subsistence use of the lands. A small portion of the
project's transmission line will require the use of lands owned by Huna Totem Corporation We
will work with the Inside Passage Electric Cooperative to come to an agreement for the use of
these lands that will allow the project to be developed.
The need for the community of this renewable energy is now. We support the proposed timeline
for the project and use of the Traditional Licensing Process. We would appreciate any assistance
you could provide in making this project a reality sooner rather than later.

Dear Secretary Bose:
Hoonah is the largest Tlingit village in Southensl Alaska. The Hoormh Indian Association is the
federally recognized governing body of the tribal members of Hoonah, Alaska and reprrscnls
approximately 75% of the population of Hoonah.
1 write to express the Hooah Indian Associations unqualified support for the proposed Gartina
Falls Hydroelectric Projccl. This critically needed project will provide cost effective renewable
energy to our wuununity. The community's wlirepresenl supplyofelectrical energy comes
through dicsol generation. Iligh fuel prices arc pulling a significant hardship on our community
and phis situation needs to change.
We've m iesved this project and we have no concerns that it will harm our traditional ways of
life and subsistence use of the land and waters around the project. This project has widespread
support and we ace it as n hoc benefit to Hoonah.
Since the need for a solution to our energy problems is now, we do real Wan[ to see this projwl
lied tip in a lcaglhy FERC licensing process. We support the proposal linichno for the project
and use of the Traditional Uccusing Process (lint the Inside Passage Electric Cooperative is
proposing.
