Box 210149 • Auke Bay, Alaska 99821 • (907) 789-3196 September 19, 2012 Renewable Energy Fund, Round 6 Alaska Energy Authority 813 West Northern Lights Blvd. Anchorage, AK 99503 Re: Inside Passage Electric Cooperative — Renewable Energy Fund Round 6 Grant Application — Letter of Commitment Project: Walker Lake Hydro Application Review Committee: Tlingit-Haida Regional Electrical Authority (THREA) is pleased to submit the attached application for a Renewable Energy Fund Grant for a Hydroelectric Project, an eligible renewable energy project as defined under AS 42.45.045. THREA is a non-profit political subdivision of the State of Alaska under Title 18, Chapter 57, and authorized by the Executive Council of the Central Council Tlingit and Haida Indian Tribes of Alaska. The attached Application documents and describes the request for feasibility funding for the proposed hydroelectric project. The total estimated cost is $690,000 (2012). The estimated rate savings as a result of this project is estimated at $59,842/year. THREA commits to this project a Cash Match of $50,000. THREA and IPEC (the certificated utility for the Chilkat Valley and Klukwan), share the same belief that the high cost borne by rural Alaskans for electrical power, is best served by a non-profit with a keen focus on long term planning toward sustainable renewable energy. Together, we can maximize the public benefits of the Walker Lake hydro project through extensive grant funding, and low margin cooperative principals. THREA and IPEC have had long term plans to develop Walker Lake, in fact this project is listed in IPEC's 2009 Energy Plan. Both companies share the same board members, and have identical goals with respect to this project. THREA welcomes the Alaska Energy Authority to implement this essential renewable energy project, and requests the Review Committee carefully consider the merits of this application. THREA filed for a preliminary FERC permit application on June 11, 2012 for Walker Lake. We look forward to working with you on this project.
