The Association of Village Council Presidents, Inc. (AVCP) is providing this letter
of support for the Central Heating Plant biomass system that AVCPRHA is
pursuing. We applaud your efforts to reduce the cost of energy in a region where
transportation and energy directly results in an extremely high cost of living with
very little alternatives. A known resource is timber in the upper Kuskokwim River
area, so we applaud your fore -sight in demonstrating that biomass boiler systems
can be utilized in the region, showing that the process will displace 30% of diesel
fuel consumption. 30% diesel displacement, resulting in 30% annual savings is
significant impact, which can be used to build more affordable homes. This is a
win -win situation.
Initially, you may have to import the wood pellets, but with the resource in the
region we would like to explore economic development opportunities in support of
your demonstration project, and look forward to working with you in that regard.

Dear Mr. Hoffrnan,
The Yukon Kuskokwim Health Corporation (YKHC) is in support of AVCP Regional Housing
Authority's effort to reduce its energy costs by way of development of green energy projects to
support its important operations in the Yukon Kuskokwim Delta.
We understand AVCP Housing is planning to construct a Wood Biomass Burner Project. We
believe it is an excellent concept that needs to be tested and tried here in our region, as we do hear
of similar projects being implemented in other cities with good success, meaning lower energy
costs.
The YK Delta has much to offer in terms of woody biomass resources. A 2006 study by the
University of Alaska Cooperative Extension Service determined there was 23 million cubic feet of
commercial stands of spruce and another nearly 23 million cubic feet of non-commercial stands.
These resources could supply organizations and communities in the YK Delta with products for
new and green energy projects such as AVCP Housing's Wood Biomass Burner Project.
YKHC supports AVCP Housing's request for funding to purchase materials for a building and
wood biomass burner equipment and accessories from the Alaska State Legislature.

obtain funding for the implementation of biomass energy into its new and existing facilities in Bethel.
As Nve learned at the 2011 Alaska Wood Encra Conference held last April in i;aitbanks, cntfgy systems have
been successfully implemented in many other areas of the State. Njujor public buildings. including schools. ary bo ing
heated efficiently and il'fectively through the advancetttcnt ormodem biomass boiler technology. The cost savings over
conventional rmsil fuel heating systems are huge. These savings are in turn used to restore prcviou±t programs and/or
improve existing services that have previously been eliminated or redusmd bccause of the strain skyrocketing energy coos
have put on organimtionatl budgets.
We highly applaud the vision of fir. Huffman and the staff of AV CP-Rl JA for (hwir work at reducing our region's
dependence on fossil furl through the introduction of modern biomass technology inlu their own buildings.
We believe this is the model for the solution to Rural Alaska's Encrgy Crisis: local people developing local viierg,}
resoumes to inert their energy needs.
In addition, the Native Village of l+ apatimute hopes that the introduction and incrmed usu of modem hiomas; energy,
tLchnology in local infrastructure »ill eventually lead to the development ora regional biomass cnerp. industry. We have
the biomass resources and people that need employment. Biomass duel can be produced locally further increasing its cost-
effectiveness.

Therefore, the Orutsararmiut Native Council requests the Alaska State Legislature to approve
the AVCP Housing's request for funding to purchase materials for a building and wood biomass
burner equipment and accessories. It is very much expected that the long-term results will be
lower energy costs and less dependence on fossil fuels for the organization, especially with the
forecast of higher oil and fuel prices within 5-10 years.
