HomeMy WebLinkAboutResolution 8-30-12The Association of Village Council Presidents Regional Housing Authority rP; (907) 543-3121 (800) 4784687 J �J / usin8 BOARD OF COMMISSIONERS ASSOCIATION OF VILLAGE COUNCIL PRESIDENTS REGIONAL HOUSING AUTHORITY RESOLUTION 12-15 Box 767 Bethel, AN 99559 (907) 543-3933(FAX) A RESOLUTION AUTHORIZING ALASKA ENERGY AUTHORITY ROUND 6 GRANT APPLICATION FOR WOOD BIOMASS HEATING SYSTEM AND ALLOWING FOR A MATCH WHEREAS; AVCP RHA is a nonprofit corporation organized under the laws of the State of Alaska; and WHEREAS; AVCP RHA has been pursuing and have applied green energy concepts to its housing and office construction projects for the purpose of increasing funding to its services programs and less to maintenance, and is planning to build a Wood Biomass Heating System to reduce high energy costs experienced by AVCP RHA in the last few years and those projected into the future; and WHEREAS; AVCP RHA conducted a prefeasibility study prepared by CTA Architects Engineers out of Missoula, MT, which concluded with a summary stating the following: "The AVCP RHA Campus appeared to be a good candidate for the use of a district wood biomass heating system. With the current economic assumptions and the current fuel use, the wood pellet boiler option has a B/C ratio of 1,02, which indicates an economically favorable project." WHEREAS; The Biomass Heating System will benefit the new AVCPRHA Regional Office, the 30-bed AVCP Aviation Dormitory (for Pilot Training/Aviation Mechanic School students), 16-unit Lulu Heron Assisted Living Facility, 32-unit Bethel Low Rent Apartments, 20-bed Construction Worker Bunkhouse, AVCP RHA Maintenance Facility, Warehouse and Satellite Office buildings; and WHEREAS; AVCP RHA needs funding in the amount of $3,399,387 to develop and build out the Biomass Heating System; and WHEREAS: The Alaska Energy Authority has announced the NOFA for Round 6 applications with a deadline date of September 24, 2012. NOW,THEREFORE BE IT RESOLVED that the President and CEO or his designee is authorized to submit a Round 6 grant application to the Alaska Energy Authority and execute all the necessary grant application documents and agreements (if awarded), and all other such instruments and documents related to the expense and construction of the Wood Biomass Heating System; and BE IT FURTHER RESOLVED that AVCP RHA is authorized to budget $250,000 in cash or in - kind match, or a combination of both, toward the said grant application. CERTIFICATION The foregoing resolution was passed by the Board of Commissioners of the Association of Village Council Presidents Regional Housing Authority in a duly called meeting where a quorum was present, this 30th day of August, 2012, by a vote of ayes, nays and abstaining.
