HomeMy WebLinkAboutElectric Rates OrdinanceSponsor: Administrator 1 2 C I T Y A N D B O R O U G H O F S I T K A 3 4 ORDINANCE NO. 2012-__ 5 6 AN ORDINANCE OF THE CITY AND BOROUGH OF SITKA AMENDING 7 SITKA GENERAL CODE SECTION 15.01.020 ENTITLED “ELECTRICAL 8 RATES” BY INCREASING RATES FOR ALL CUSTOMER CLASSES TO FUND 9 VOTER APPROVED IMPROVEMENTMENTS FOR THE BLUE LAKE 10 HYDROELECTRIC EXPANSION PROJECT AND IMPLEMENTING A 11 STRUCTURE FOR RESIDENTIAL CLASS CUSTOMERS TO PROMOTE 12 ENERGY CONSERVATION, AND ALSO AMENDING SITKA GENERAL CODE 13 SECTION 15.01.030 ENTITLED “BILLING – CREDIT – DEPOSIT – FEES” TO 14 INCREASE EMERGENCY ELECTRIC SERVICE CHARGES 15 16 17 1. CLASSIFICATION. This ordinance is of a permanent nature and is intended to 18 become a part of the Sitka General Code (“SGC”). 19 20 2. SEVERABILITY. If any provision of this ordinance or any application to any 21 person or circumstance is held invalid, the remainder of this ordinance and application to any 22 person or circumstance shall not be affected. 23 24 3. PURPOSE. This ordinance will increase the electrical rates for all consumer 25 classes at SGC 15.01.020 based on the cost of service and provide sufficient revenues to meet all 26 fiscal requirements to complete approved electrical utility capital projects, including the Blue 27 Lake Hydroelectric Expansion Project. The ability to acquire reasonable cost financing for these 28 projects requires electric rate increases to meet revenue bond covenants and financial margins. 29 Further, the continued high cost of heating oil has resulted in residential customers significantly 30 increasing electrical consumption. This unprecedented load growth has contributed to the full 31 utilization of limited hydroelectric generation and the requirement to operate expensive diesel 32 generation to meet system demand. The new rate structure is added to SGC 15.01.020 and is 33 designed to encourage energy conservation by charging more for increased consumption. 34 35 This ordinance also increases the emergency electric service charges found at SGC 36 15.01030. 37 38 39 4. ENACTMENT. Interruptible Service – Large Customer. 30 * * * 31 3. Rate per Month. Basic customer charge for each month or portion of a month: one 32 hundred dollars. 33 34 Energy Charge. The energy charge for all kilowatt-hours shall be 0.0317 times the city 35 and borough’s price per gallon for number 2 heating oil, assuming an overall oil heating 36 system efficiency of seventy percent and the use of the price paid by the city and borough of 37 Sitka for number 2 heating oil for all of the city and borough-owned buildings. The rate will 38 vary monthly with the price paid by the city and borough of Sitka for number 2 heating oil 39 for all city-owned buildings. The maximum energy charge for all kilowatt hours under this 40 rate shall be nine * * * 42 eight cents per kilowatt hour. 41 (0.482 kWh per lamp watt) times (the wattage of the lamp) = kWh per month. Example: 0.482 kWh x 100 Watt lamp = 48 kWh per month. Service Charges. 3 * * * 4 3. There will be a separate two-hundred ten dollar service charge for the following types 5 of emergency electrical service: 6 7 a. Reconnecting electrical service disconnected due to nonpayment outside the hours 8 of eight a.m. to four p.m., Monday through Friday including holidays 10 . 9 b. An electrical service trouble call outside the hours of eight a.m. to four p.m., 11 Monday through Friday, if determined to be the fault or the responsibility of the 12 customer. 13 * * * 14 15 5. EFFECTIVE DATE.
