SEAPA Hydropower Surplus to Stored Hydrogen Feasibility Study
Dear Mr. Calla
I am writing to you on behalf of the City of Wrangell. It is my understanding that The Southeast
Alaska Power Agency ('.SEAPA') is preparing grant applications to study the feasibility of
hydrogen production and storage as an alternative to underutilized hydro.
The Southeast Region has experienced significant winter load growth, which has caused, and
will continue to cause, both energy and capacity shortages. The shortages are currently met
with diesel-electric generation that dispatches at a cost differential of four -to -one over the
current hydro cost. Many benefits could be realized if it is determined that hydrogen production
and storage is feasible for this region. The City and Borough of Wrangell, Alaska supports
SEAPA's efforts in studying the feasibility of turning its surplus hydro into stored hydrogen as a
source of energy.

Resolution Approving Renewable Energy Grant Application
for HydroPower Surplus to Stored Hydrogen Feasibility Study
for Round 6 of Alaska Energy Authority Renewable Energy
Fund Grant Program
WHEREAS, Southeast Alaska Power Agency is a Joint Action Agency organized
pursuant to State Statute; and,
WHEREAS, Southeast Alaska Power Agency owns the Tyee Lake and Swan
Lake Hydroelectric Projects in Southeast Alaska, which provides renewable
hydroelectric power to its member communities of Ketchikan, Wrangell, and
Petersburg; and,
WHEREAS, Southeast Alaska Power Agency recognizes that additional
resources will be needed in the future to meet loads in Ketchikan, Wrangell, and
Petersburg; and,
WHEREAS, Southeast Alaska Power Agency recognizes that hydrogen
production and storage during times of surplus hydro, may be an alternative to
spill during times of low production and high inflows of SEAPA's hydroelectric
plants, and that the stored energy could then be used for generation either by
supplementing diesel combustion or through the operation of fuel cell technology
during times of hydroelectric shortages; and,
WHEREAS, Southeast Alaska Power Agency recognizes that a feasibility study
should be conducted to determine if a proof of concept hydrogen prototype
should be designed, constructed, and operated; and,
WHEREAS, Southeast Alaska Power Agency is in compliance with all federal,
state, and local laws, including credit and federal tax obligations;

RESOLVED, that the Southeast Alaska Power Agency Board of Directors
approves the application for project funding from Round 6 of the Alaska Energy
Authority Renewable Energy Fund Grant Program in the amount of $244,385 for
a HydroPower Surplus to Stored Hydrogen Feasibility Study, of which Southeast
Alaska Power Agency has provided an in -kind contribution of approximately
$5,000 for the project by creating a preliminary report on the project, and that if it
is determined that SEAPA is the best option to manage the project, the cost of
the project management, estimated to be 15% of the technical effort of $186,450,
or $27,968 will be borne by SEAPA; and,
RESOLVED, that the Southeast Alaska Power Agency Board of Directors
authorizes Trey Acteson, its Chief Executive Officer, as the point of contact to
represent the applicant for purposes of the stated grant application.

BYLAWS
OF
THE SOUTHEAST ALASKA POWER AGENCY
1. 1 Duties and Voting Requirements. All powers of the Southeast Alaska Power Agency
(the "Agency') shall be exercised by or under the authority of the Board of Directors and the
business and affairs of the Agency, including all matters related to the Long Tenn Power Sales
Agreement between the Aq.=1 and the Member Utilities, as defined
under the direction of the Board of Directors.
Except as otherwise provided, the Board shall make decisions by majority vote of all of
its Directors.
I By way of example only, if Ketchikan selected the fifth Director in Year I (representing Swan Lake Project), in
Year 2 Petersburg would select the fifth Director (representing the Tyee Lake Project). In Year 3 Ketchikan would
select the fifth Director (representing Swan Lake). In Year. 4 Wrangell would select the fifth Director (representing
the Tyee Lake Project).
