Dear Mr. White:
Enclosed you will find Chugach Electric Association's (Chugach's) renewable energy
grant application to partially fund the construction of a transmission line from Fire Island
to Anchorage that will be owned and operated by Chugach Electric: Chugach is applying
for this grant on behalf of Fire Island Wind, LLC (FIW).
Major construction of the line is scheduled to begin in February 2012 and pre -construction
field work will begin in late October 2011. The project is currently in the middle of a
competitive process to award construction contracts. Disclosure of certain information in
this application would jeopardize the process and could unnecessarily increase the cost of
construction. Therefore, we respectfully request that the following sections of this
application be treated as confidential: the grant application, Appendix 4 — Transmission
line cost estimate, the Grant/Budget Form and the Project Cost/Benefit Worksheet.
The proposed line will connect the renewable wind energy resource being developed by
FIW to Chugach's existing facilities at the International substation.
