RESOLUTION 12-
A RESOLUTION OF THE ALEUTIANS EAST BOROUGH ASSEMBLY SUPPORTING
THE SUBMITTAL OF A RENEWABLE ENERGY PROJECT GRANT APPLICATION
FROM THE CITY OF FALSE PASS ELECTRIC UTILITY TO THE ALASKA ENERGY
AUTHORITY’S RENEWABLE ENERGY FUND ROUND V GRANT PROGRAM.
WHEREAS, the Aleutians East Borough provides assistance to six communities in the district
that includes the community of False Pass; and,
WHEREAS, the Aleutians East Borough is committed to reducing dependence on diesel fuel
and contribute to the reduction of air pollution and its affect on climate change; and,
WHEREAS, the Aleutians East Borough seeks to implement long term renewable energy
projects that result in sustainable and measurable energy savings to Aleutian East Borough
Communities; and,
WHEREAS, the Aleutians East Borough is working with the community of False Pass to
implement the renewable energy project recommendations contained in the 2010 AEB
Renewable Energy Assessment; and,
NOW THEREFORE BE IT RESOLVED, the Aleutians East Borough Assembly supports
submittal of the renewable energy grant entitled “False Pass Tidal Energy Reconnaissance and
Feasibility Study” by the City of False Pass Electric Utility to the Alaska Energy Authority in
order to reduce dependence on diesel fuel resulting in a sustained and measurable energy
savings; and,
BE IT FURTHER RESOLVED that the Aleutians East Borough hereby agrees to provide
project management and grant administration as an in-kind contribution to the project.
PASSED AND APPROVED BY THE ALEUTIANS EAST BOROUGH ASSEMBLY on

Round V Grant Submission
False Pass Tidal Energy Study
To Whom It May Concern:
Bering Pacific Seafoods, a wholly owned subsidiary by Aleutian Pribilof Island
Community Development Association (APICDA), installed mooring dolphins in False
Pass in 1999. The cost of installation was $338,000.00. APICDA will allow the use of
that infrastructure to aid in the expeditious determination of the tidal/current resource in
the False Pass area.
Furthermore, APICDA will allow for up to $63,000 in project match for the use of
APICDA’s marine vessels and skipper assets to allow for numerical current modeling of
False Pass to determine circulation patterns and likely locations for viable power
extraction; deployment of Acoustic Doppler Current Profiling (ADCP) equipment at sites
of interest over a full lunar cycle to ground truth the modeling work and select a proposed
project site(s); and perform detailed multi-beam bathymetry, side-scan sonar,
magnetometer; and sub-bottom profiling at the site and through the likely corridor for
power transmission to confirm the selection of a site for project development.
We urge the AEA to approve this project application and help False Pass become more
energy self-sufficient in the near future.

Re: Letter Supporting City of False Pass Ocean Current Energy Project
The Isanotski Corporation of False Pass, Alaska wholeheartedly supports
the False Pass Ocean Current Energy Project, currently being developed by the
City of False Pass. The Isanotski Corporation understands that renewable forms of
energy are critical to the sustainability of the community of False Pass. This project
will play an important role in the communities support infrastructure for the area
fisheries.
The False Pass Ocean Current Energy project is a fitting undertaking for our
small isolated community. The ocean current energy that flows through Isanotski
Strait, right at the door step of our community, is legendary, and tapping into this
tremendous resource makes perfect sense for this community and for the entire
region. We hope that the implementation of this project will help develop this
ocean current technology for use in other coastal communities around the State.
The residents of False Pass are ready to begin to move beyond
dependence on fossil fuels. The False Pass Ocean Current Energy project will play
a key role in our sustained energy portfolio. We urge the funding agencies to
approve this project application and help False Pass and the Aleutians region
become more energy self sufficient in the future.

Dear Mr. White,
The Southwest Alaska Municipal Conference (SWAMC) supports the submittal of a
Renewable Energy Project Grant Application entitled “False Pass Tidal Energy
Reconnaissance and Feasibility Study” by the False Pass Electric Utility to the Alaska
Energy Authority’s Renewable Energy Round V Grant Program. The high cost of diesel
fuel and electricity in False Pass results in a decreased standard of living for residents,
higher costs for local government service provision and local business, and hinders
economic development. Tidal energy holds enormous potential for Alaska’s coastal
communities, and the success of this project could help Alaska’s more remote and rural
villages become less dependent on costly diesel fuel.
We recognize and support the importance of implementing long term renewable energy
projects in False Pass that result in sustainable and measurable energy savings to the
community. This project fits into SWAMC’s 2008 Comprehensive Energy Policy and our
current goals to make Southwest Alaska communities more energy independent. Please
consider funding this very important renewable energy project for False Pass. Thank you.
