City of Golovin (population 156) is located on a point of land between Golovnin Bay and Golovin Lagoon on the Seward Peninsula. The City of Golovin in partnership with the Alaska Native Tribal health Consortium (ANTHC) is seeking to determine the feasibility if installing wind turbines in the community for heating the water treatment facilities. Golovin currently stores approximately 2 million gallons of treated water to provide safe drinking water to community residents. In addition, Golovin's water storage is due to increase to approximately 3 million gallons in two years with the construction of a new water storage tank, which will serve homes that currently do not have running water. This stored water, as well as the community piped water distribution system, is heated using multiple oil -fired boilers. The energy requirement and fuel consumption to keep this water from freezing each year is extremely high, and escalating fuel price have the potential to limit Golovin's ability to provide adequate sanitation services to its residents due to prohibitive heating costs. AEA12-001 Grant Applicafion Page 2 7/1//2011 /ORITY � ALASAUTENERGYHKA Renewable Energy Fund Grant Application Round 5 The City of Golovin now seeks to determine the feasibility of utilizing wind turbines for capturing wind energy to provide heat and electricity for the existing water treatment plant, water storage and water distribution system. The feasibility study project will: • determine the available wind resources around the water treatment plant, • estimate the long-term viability of the proposed project based on expected load growth, • provide a conceptual level system design, • prepare a conceptual level cost estimate for the construction effort and the operations and maintenance of the proposed system, • identify easements and permits required, prepare a comprehensive economical analyses of alternatives, • update the utility business plan, • make a recommendation to move forward with the project design activities, • Evaluate the potential uses of wind turbines to convert wind energy to heat 2.5 PROJECT BENEFIT Briefly discuss the financial and public benefits that will result from this project, (such as reduced fuel costs, lower energy costs, etc.) The proposed feasibility study will include estimated energy savings for a wind turbine installed specifically support the community water system. This study will hope to show that by harnessing wind energy, the City of Golovin will be able to reduce its consumption of diesel fuel, cut the community's overall expenses and pass the savings on to Golovin residents through reduced public utility charges. 2.6 PROJECT BUDGET OVERVIEW Briefly discuss the amount of funds needed, the anticipated sources of funds, and the nature and source of other contributions to the project. This project is estimated to cost $115,000. If funded, the Alaska Rural Utility Cooperative (ARUC) in conjunction with the City has committed to contributing $4,500 worth of in -kind resources to this project. The Alaska Native Tribal Health Consortium has committed to providing $13,800 cash to this project to fund project management efforts. The remainder $96,700 is requested from the AEA Renewable Energy Fund. The Milestones must also be included on your budget worksheet to demonstrate how you propose to manage the project cash flow. (See Section 2 of the RFA or the Budget Form.) Project milestones for this project match the project tasks indicated in the schedule provided in Section 3.2 of this application. The key decision points in this project will be the detailed energy resource analysis. The analysis start date is anticipated for October 1, 2012. If it is determined that there is insufficient wind resources available to support the proposed concept, the project will be discontinued and ruled infeasible. This determination will be made at the earliest possible opportunity to preserve any unused grant funding, so that it can be returned to AEA. Include any partnerships or commitments with other entities you have or anticipate will be needed to complete your project. Describe any existing contracts and the selection process you may use for major equipment purchases or contracts. Include brief resumes and references for known, key personnel, contractors, and suppliers as an attachment to your application. The Alaska Native Tribal Health Consortium (ANTHC) supports the City of Golovin's efforts to implement a renewable energy project to improve community sustainability. ANTHC has extensive resources to directly support this grant application and implement AEA -awarded grant projects. ANTHC currently provides direct services to many Alaskan communities. For this specific project, ANTHC's Division of Environmental Health and Engineering (DEHE) offers a complete range of in-house engineering and project management services for project planning, design, construction, project commissioning, and technical support. DEHE purchases goods and services in compliance with all applicable federal or state procurement regulations through a well qualified staff of contracting and procurement specialists. DEHE also has established relationships with term contractors for specialized technical services such as cost estimating or geotechnical investigation. In addition, DEHE supports projects long after construction is complete through dedicated programs to provide technical assistance and support for operations of constructed facilities such as water plants, clinics, community -wide water and sewer systems, etc. Program employees skillfully troubleshoot issues and assist local operators and owners to ensure long-term system 6Y!LKKI..&M 3..5 Project Communications Discuss how you plan to monitor the project and keep the Authority informed of the status. Kathy Fagerstrom, Mayor of Golovin, will act as the primary point of contact for the City of Golovin and will oversee design and construction contracts jointly with ANTHC. Eric Hanssen, P.E. will be the point of contact from ANTHC for establishing and managing design and construction contacts. Requests for reimbursement will include detailed financial reports, project narrative updates, and when appropriate photos of construction progress. Reimbursement requests and project narratives updates will be provided on a monthly basis with allowance for construction shut down during breaks in the construction season. Primary project risk revolves around uncertain impacts of weather on project schedule. Project will start as scheduled, and will maintain flexibility to ensure the ability to adapt to weather or any other extenuating circumstances that are encountered. SECTION 4 — PROJECT DESCRIPTION AND TASKS • Tell us what the project is and how you will meet the requirements outlined in Section 2 of the RFA. • The level of information will vary according to phase(s) of the project you propose to undertake with grant funds. • If you are applying for grant funding for more than one phase of a project provide a plan and grant budget form for completion of each phase. • If some work has already been completed on your project and you are requesting funding for an advanced phase, submit information sufficient to demonstrate that the preceding phases are satisfied and funding for an advanced phase is warranted. 4.1 Proposed Energy Resource Describe the potential extenYamount of the energy resource that is available. Discuss the pros and cons of your proposed energy resource vs. other alternatives that may be available for the market to be served by your project. The feasibility study will incorporate a wind rate analysis that will compare the annual fuel usage required for heating the water storage tank with the amount wind energy that can be provided through the use of a wind turbine. The analysis will also compare the cost effects of using a wind turbine versus using diesel fuel. Pros of Project based from experiences in similar communities with wind turbines: • Excellent project payback o Wind turbine O&M costs are minimal o Reduced dependence on diesel fuel and potential for fuel spills • Reduced emissions and air pollution • Help stabilize electric rates • Produce jobs and help provide a sustainable economy for local people and businesses Cons of Project: • Wind class will be found unsuitable at the proposed location • Proper permitting not be granted • Project payback will be over 15 years 4.2 Existing Energy System 4.2.1 Basic configuration of Existing Energy System Briefly discuss the basic configuration of the existing energy system. Include information about the number, size, age, efficiency, and type of generation. Golovin's water treatment plant is run off fuel burning boilers and requires no assistance from the power plant. The proposed wind turbine system will be used to offset the energy costs related to the boilers. AEA12-001 Grant Application Page 7 7/1//2011 'ALASKA Renewable Energy Fund WE) ENERGY AUTHORITY Grant Application Round 5 This study will evaluate the existing energy system in Golovin. 4.2.2 Existing Energy Resources Used Briefly discuss your understanding of the existing energy resources. Include a brief discussion of any impact the project may have on existing energy infrastructure and resources. This feasibility study will verify the actual fuel consumption for the water treatment plant and the amount of fuel that can be saved by utilizing wind turbines. In addition to decreasing the amount of fuel consumed by the water treatment plant, this project should reduce the total amount of fuel in Golovin. 4.2.3 Existing Energy Market Discuss existing energy use and its market. Discuss impacts your project may have on energy customers. Because the feasibility study is seeking to offset fuel usage, this section is not applicable for this scope of work. 4.3 Proposed System Include information necessary to describe the system you are intending to develop and address potential system design, land ownership, permits, and environmental issues. 4.3.1 System Design Provide the following information for the proposed renewable energy system: • A description of renewable energy technology specific to project location • Optimum installed capacity • Anticipated capacity factor • Anticipated annual generation • Anticipated barriers • Basic integration concept • Delivery methods The specific project system design data will be generated during this project. 4.3.2 Land Ownership Identify potential land ownership issues, including whether site owners have agreed to the project or how you intend to approach land ownership and access issues. Issues surrounding land ownership are not anticipated with the eventual project design. All proposed wind turbines and associated infrastructure can be installed in existing road right-of- ways from the AVEC power plant directly to the water treatment plant. If any unexpected issues are encountered the respective property owners will be contacted and an easement requested. AEA12-001 Grant Application Page 8 7/1//2011 /ALASKA Renewable Energy Fund C) ENERGY AUTHORITY Grant Application Round 5 4.3.3 Permits Provide the following information as it may relate to permitting and how you intend to address outstanding permit issues. • List of applicable permits • Anticipated permitting timeline Identify and discussion of potential barriers This study does not require permitting, but will identify all easements and permits that maybe required. The study will also include a comprehensive economical analysis of alternatives. 4.3.4 Environmental Address whether the following environmental and land use issues apply, and if so how they will be addressed: • Threatened or Endangered species • Habitat issues • Wetlands and other protected areas • Archaeological and historical resources • Land development constraints • Telecommunications interference • Aviation considerations • Visual, aesthetics impacts • Identify and discuss other ANTHC's in-house environmental staff is experienced with securing necessary environmental permits and clearances in advance of project construction. This knowledge saves time and ensures compliance during project development and execution. ANTHC has successfully managed many construction facilities in rural Alaska over several years, and has established a good working relationship with the involved federal and state agencies. 4.4 Proposed New System Costs and Projected Revenues (Total Estimated Costs and Projected Revenues) The level of cost information provided will vary according to the phase of funding requested and any previous work the applicant may have done on the project. Applicants must reference the source of their cost data. For example: Applicants Records or Analysis, Industry Standards, Consultant or Manufacturer's estimates. 4.4.1 Project Development Cost Provide detailed project cost information based on your current knowledge and understanding of the project. Cost information should include the following: • Total anticipated project cost, and cost for this phase • Requested grant funding • Applicant matching funds — loans, capital contributions, in -kind Identification of other funding sources • Projected capital cost of proposed renewable energy system • Projected development cost of proposed renewable energy s This project is estimated to cost $115,000. Please refer to attached Grant Budget Form for additional details. 4.4.2 Project Operating and Maintenance Costs Include anticipated O&M costs for new facilities constructed and how these would be funded by the applicant. (Note: Operational costs are not eligible for grant funds however grantees are required to meet ongoing reporting requirements for the purpose of reporting impacts of projects on the communities they serve.) Typically, the operating and maintenance costs for a wind turbine system are relatively minimal. As a part of this feasibility study, a conceptual business plan will be developed that will quantify operating and maintenance, and renewal and replacement costs for the anticipated wind turbine improvements. As a member of the Alaska Rural Utility Cooperative, the City of Golovin will own the proposed wind turbine system and any necessary improvements to the existing water treatment plant. These systems will, however, be managed and operated by ARUC staff. As such, all of the operation and maintenance costs for the proposed wind turbine system and any necessary improvements to the existing water treatment plant will be paid for through local user fees. 4.4.3 Power Purchase/Sale The power purchase/sale information should include the following: • Identification of potential power buyer(s)/customer(s) • Potential power purchase/sales price - at a minimum indicate a price range • Proposed rate of return from grant -funded project Power Purchase/Sale information will be identified during the feasibility study. 4.4.4 Project Cost Worksheet Complete the cost worksheet form which provides summary information that will be considered in evaluating the project. This project is for a feasibility study and conceptual design grant, therefore the Project Cost Worksheet cannot be completed for this grant application. SECTION 5— PROJECT BENEFIT Explain the economic and public benefits of your project. Include direct cost savings, and how the people of Alaska will benefit from the project. The benefits information should include the following: • Potential annual fuel displacement (gal and $) over the lifetime of the evaluated renewable energy project • Anticipated annual revenue (based on i.e. a Proposed Power Purchase Agreement price, RCA tariff, or cost based rate) • Potential additional annual incentives (i.e. tax credits) • Potential additional annual revenue streams (i.e. green tag sales or other renewable energy subsidies or programs that might be available) AEA12-001 Grant Application Page 10 7/1//2011 'CiALASM Renewable Energy Fund ENERGYAUTHORRY Grant Application Round 5 • Discuss the non -economic public benefits to Alaskans over the lifetime of the project The City of Golovin wishes to minimize energy usage and reduce the cost of energy, as doing so is essential to improve the sustainability of rural utilities and communities. Both the water treatment facilities and the individual households in the project area will be benefactors of reduced costs. SECTION 6— SUSTAINABILITY Discuss your plan for operating the completed project so that it will be sustainable. Include at a minimum: • Proposed business structure(s) and concepts that may be considered. • How you propose to finance the maintenance and operations for the life of the project • Identification of operational issues that could arise. • A description of operational costs including on -going support for any back-up or existing systems that may be require to continue operation • Commitment to reporting the savings and benefits This study will investigate and determine the feasibility of the project. Experience has shown that the operation and maintenance of a wind turbine system is relatively inexpensive. In addition, Golovin is a member of ARUC, the utility rates in Golovin are set to make the utility self supporting and self sustaining. The community, ARUC, and AVEC reporting requirements and responsibilities will be delineated in this project. SECTION 7 — READINESS & COMPLIANCE WITH OTHER GRANTS Discuss what you have done to prepare for this award and how quickly you intend to proceed with work once your grant is approved. Tell us what you may have already accomplished on the project to date and identify other grants that may have been previously awarded for this project and the degree you have been able to meet the requirements of previous grants. The City of Golovin in partnership with ANTHC has worked on several projects over the past few years. The City and ANTHC have a solid relationship and have worked together to improve the water and waste water facilities in Golovin. Construction for a new 1.8 million gallon water storage tank is planned for summer 2012. This project will be yet another improvement to the Golovin water system. Because of this steady relationship between the City of Golovin and the ANTHC, the City requests that the ANTHC partnership with them in the feasibility study. The City and ANTHC have discussed project related roles and responsibilities and will be able to execute the scoping of the project within one month of the award announcement. No project milestones have been accomplished to date and no other grants have been awarded to this project. ANTHC has been able to meet requirements for previous grants, both state and federal. Include letters of support from the community that would benefit from this project. This project is supported by ANTHC, AVEC, ARUC, and the Maniilaq Health Corporation. ANTHC has also coordinated with AVEC to ensure this project will be supported. The community of Golovin is eager to develop an available energy resource that will reduce dependency on diesel fuel, and help reduce and stabilize long term electric rates. Please refer to the attached letters of support. SECTION 9 — GRANT BUDGET Tell us how much you want in grant funds Include any investments to date and funding sources, how much is being requested in grant funds, and additional investments you will make as an applicant. Include an estimate of budget costs by milestones using the form — GrantBudget5.doc Total estimated project cost for the wind feasibility project is $115,000. The grant request for this project is $96,700. In -kind matches committed for this project come from several sources. The project has budgeted for $1,000 of direct labor and benefits through an in -kind match from the ARUC water treatment plant operator's labor hours. The Alaska Native Tribal Health Consortium will contribute $13,800 in project management services. These services include management of the grant, contract administration, site visits, and engineering expertise. Together, the City of Golovin and ARUC will contribute $2,800 in equipment usage, fuel and materials. The City of Golovin has agreed to donate $700 in lodging for any project employees. Professional engineering services makes up the larger part of the funding requested, $96,700. Contracted engineering services will include project seeping, resources assessment (this assessment includes both project monitoring and reporting), identification and resolution of land issues, detailed analysis of current energy costs and the future market in Golovin, economic and financial analyses, a business and operational plan, a conceptual design and cost estimate (the design will include geotechnical work), applicable permitting and environmental analysis, and a final report and recommendations. Box 62059 Golovin, AK 99762 To Whom It May Concern: The Chinik Eskimo Community is pleased to support the City of Golovin in the proposal for the Renewable Energy Fund Round 5 grant funding. Currently, our community's water storage tank requires a significant amount of fuel each year for heating. The proposed wind energy to heat project being applied for will pave the way for design and construction of a wind turbine system. Given the extremely high cost of fuel in rural Alaska, this project is one of Golovin's top priorities. A future wind turbine system will dramatically reduce heating costs related to our community's water and sewer system. In addition, the anticipated operation savings will allow for lower utility fees and a reduced cost of living for Golovin's residents. For these reasons, we fully support this grant application. ARUC fully supports the City of Golovin's Alaska Energy Authority grant application for a study to investigate wind power to provide heat and power in the water and sewer utilities. We've seen similar alternative energy projects lead to reduced heating costs in other ARUC water/sewer facilities. This translates directly into to lower monthly water bills for local residents, schools, and businesses. We see this as a way to make communities more self- sufficient, and of reducing the burning of very expensive heating fuel. With the high cost of energy and living in this rural community, anything that can be done to reduce energy usage and utility costs to local residents is critical.
