Conceptual Design
The project is a BIO MASS project replacing one of our existing boilers with a pellet boiler
system. The project will also entail adding a small addition next to the boiler room for storage
and loading of the pellets.

in FYI Kake City School District spent $298,000 in diesel heating fuel and electricity, for a
district the size of 86 students this is astronomical. The Proposed pellet boiler system would cut
these costs by $78,000 per year. We would also be reducing fuel consumption by 80%. Because
of the reduced fuel costs, KCSD will have more money going to the actual education of our
students, which will benefit the whole community of Kake.
The total amount of the project is $255,294.00. One anticipated source of funding is $50,000
from a grant from the United States Department of Agriculture and Rural Development. The
remaining 5155 294.00 is the amount we are requesting from the Renewable Energy Grant. In
in -kind contribution is the Land and school buildings provided by the City of Kake. Kake City
School District will then be allocating $100,000 a year to the purchase of pellets for the proposed
pellet boiler system.

For the past year the school board, the maintenance director, the maintenance employee and
superintendent has worked diligently to decide which alternative heating source we should use
for Kake City School District. We have spent countless hours meeting with consultants from the
different energy sources, the following are a list with times lines.
ApriI of 2010 — met with Arrowhead propane company and got a cost analysis on the cost of a
propane fired boiler system
September 2010 and again in November 2010 — met with local Kake Tribal Corporation on the
price of diesel fuel to try and give us a discount on the amount we are paying per gallon of
heating fuel.
September 201.0 — had a meeting with another agency talking about bringing bulk fuel to Kake
October 2010-on going through .tune of 2011— met with Sea Alaska — Nathan Sobeloff on the
pellet boiler system. They are willing to transport the pellets from Juneau to Kake and right to
our silo system for $300 a ton. Figuring the costs of pellets would amount to $100,000 per year.
November 2010- met with a consultant to discuss wood burning boiler system. Decided that we
would have to provide a place to store the wood and add 1 to 2 more employees on to haul the
wood. We know we have enough sources of wood around to cover our needs, but we are trying
to save money, this would actually increase our costs.
December 2010 — Sea Alaska came and did a walk-through of our facilities and met with
Superintendent on a pellet boiler system
April 2011 Southeast Alaska Energy conference — held in Kake
May 2011 a school board member and the mayor of Kake did a walk through of the Sea Alaska
building and looked at their existing wood pellet boiler system.
June 2011 met with Sea Alaska -- Nathan came and did a presentation with the board. The
school board at that time decided to begin perusing this project more seriously.
July 2011 School board gave an approval to pursue the US department of Agriculture, rural
development grant.
August 2011 School board gave an approval to pursue the Renewable Energy Grant
August 23, 2011 the Kake City Council Agreed to partner with the district to pursue both grants
with the understanding the we would be using their land and buildings and we would provide the

for a wood pellet Boiler system. (attached)
Kake City Council Agreed to partner with the district to pursue both grants with the
understanding the we would be using their land and buildings and we would provide the grant
writing, and the maintenance of the pellet boiler system as well as the money to buy the pellets
in the future. (attatched)
The Kake City School Board approved the writing of the grant for Renewable Energy, August
12, 2011.
The existing contracts and the selection process we have had in the past was to put a UP out to
bid for construction projects, the latest being a ventilation system installed in the elementary
building.
Kake City School District personnel will provide district matching in -kind for the project

responsible for maintaining the new pellet boiler system.
The project will be monitored daily and routine reports will be sent electronically on the status of
the installation of the new pellet boiler system.

Potential Problems are:
I) Where are we going to get the pellets from
a) Sea Alaska has agreed to transport the wood burning pellets on a barge from their supplier to
Kake City School District for $300 a ton. They have also agreed to transport the pellets from the
barge site to KCSD silo.
2) What happens if the barge breaks down — we do have a 20 ton silo which will hold enough to
last for three months. If the barge breaks down when out, we have a backup diesel boiler system.
3) What happens if the pellets get wet? --Sea Alaska assures us that problem has not come up with
their existing wood pellet system and the silo we are proposing to install.
Sea Alaska is partnering with Kake City School District and committed to provide pellets to our
district on an on -going basis.
The pros
1) A savings to the district of $80,000 a year.
2) Cleaner burning fuel — biomass
3) More $ goes to the actual education of our students
4) Providing a way for others in the community to receive bulk pellets due to the
transportation of them from Sea Alaska.
5) Economically the most viable source of alternative energy for Kake City School District

The existing boiler system for Kake City School District is two large diesel fired Burnham boilers
using 140,000 btu's per gallon: both are 12 years old with 40-55% efficiency. A licensed boiler
operator recently looked at our system and commented on the age of them, he also noted that both
at the very least need to have the oil burners replaced. In FYI I we spent $180,000 on heating
fuel for our district, sometimes using as many as 5,659 gallons of fuel in one month.
In FYI 1 KCSD paid $298,000 in heating fuel and electricity. We used a total of 31,595 gallons
of fuel, of which the cost per gallon of diesel 92 is now $5.29 a gallon. In electricity we used
319,920 Kw, paying .41 center per kw.
This project will drastically reduce our fuel consumption, with a projected savings of $80,000 per
year. This savings will result in KCSD being able to follow the state law when preparing our
budget, yearly we have had to apply for waivers to the state, due to our high energy costs.
Historically Kake Tribal Fuel has an inability to buy bulk fuel, which causes a hardship on the
community paying some of the highest gas prices in the southeast. Each year these prices are
going up. At this time the market is one fuel station and no other alternatives due to lack of
transport, and fuel storage.
The impact for Kake Tribal Fuel will be a loss of revenue of $180,000 per year, which could
drive community costs up even further, however we would in -turn purchase our wood pellets
from a local agency that employs people locally and has a vested interest in helping our
community thrive and become self sustaining.

Kake City School District existing school buildings are built on Kake City Property. The Kake
City council approved the partnership and the writing of the Alaska Renewable energy grant on
their regularly scheduled council meeting August 23, 2011.
No permits are needed
No environmental problems, because we are replacing one existing boiler and adding a silo next
to the existing storage fuel tank in empty space between the high school and technology building.
No telecommunication problems
No Aviations considerations needed
Potential Barriers: In the existing available space their may be some transport issues in the winter.

Applicant matching: In -kind services
1) Superintendent: 150 hours prior to writing of this grant and after project is awarded
feasibility, cost analysis, investigating a number of different alternative sources of

Identification of other funding sources: KCSD is also putting in for the U.S. Department of
Agriculture Grant for Rural Development and anticipate asking for $100,000.
Projected Capital cost of proposed renewable energy system: $255,294.00
Projected development cost of proposed renewable energy: none, in -kind for legwork,
consultants flew down from Juneau at their own expense to give us presentations and bids for
pellet boiler system.
KCSD anticipated that the O & M cost will be reduced by 10% of maintenance employees time.
When working with a 40-55% efficiency rated diesel boiler system, and considering the age of
the boiler, he has been spending roughly 15% of his time on maintaining and fixing and/or
working with outside experts to maintain the boiler. By obtaining a pellet boiler system and due
to its proposed 90% efficiency rating, we anticipate 5% of his time will be spend on maintaining
new system.
Outside experts were costing the district $15,000 annually for their skills. We anticipate this
dropping to initial set up and at the most $3000 annually.
We expect to pay annually $100,000 a year for wood pellets, which is a savings of $80,000.

The non -economic public benefits to Alaskans over the lifetime of this project are:
1) Reduction of global warming: The emission of carbon dioxide (CO2) from fossil fuel
burning is a major contributor to global climate change. When the wood is burned, or is
simply left to decay in the forest, carbon dioxide is also released; however, growing trees
and plants also absorb CO2. If wood is used at the same rate that it grows in the forest the
system is sustainable and considered "carbon neutral" and not a net contributor to global
warming.
Burning fossil fuels releases CO2 that has been stored underground for millions of years
and increases the total amount of CO2 in the atmosphere and contributes to global
warming. For every unit of fossil fuel heat replaced with wood the net CO2 emissions is
drastically reduced. (Source: The Climate Trust) Assume 8% moisture wood or pellets
at 16.4 MMBtu/ton.

2) The use of waste wood for fuel (pellets) can improve forest health by making more
growing room for the remaining trees and can also eliminate the need for slash burning
and/or reduce the forest fire risk in certain forest regions.
3) Elimination of burning petroleum products.

Financing the proposed M & O for the life of the project will continue to come out of the
schools existing budget.
Operational issues that arise: maintenance employee's ability to be trained and continue
the maintenance of pellet boiler system after initial set up.
Operational costs: will be minimal with a reduction in 10% of employee time
KCSD is committed to reporting the savings and benefits over time. We have proven this
by applying for the Capital Improvement Projects yearly. Logs are kept on a month basis
to track maintenance employee's time, projects, energy usage, etc. and then submitted
annually to the state with CIP application.

Once awarded this grant: Kake City School District will order this system and proceed with
the ordering of the new pellet boiler system and silo.

Provide a narrative summary regarding funding sources and your financial commitment to the
project.
Kake City School District is a non-profit Local Education Agency. We have invested at least
150 hours of time this past year in investigation of alternative sources of energy and fuel
consumption. We are requesting $155,294 for the installation of a wood pellet boiler system.
We are also applying for another grant for an additional $100,000 and have been assured that we
have the support of the stakeholders for Southeast, US Department of Agriculture, for Rural
Development that if our application is submitted that it is highly likely that we will be firaded,
provided all the application requirements are met. Additional investments of our part include the
purchasing of wood pellets from local vendors.

An outline of the project is indicated below.
The work will tame five weeps, with a one day heat interruption.
HEATING SYSTEM UPGRADE

A. Provide a 20 ton capacity wood pellet storage silo on a concrete support base.
B. Install a new chimney and stack for new boiler.
C. Install 1 ACT Bioenergy CP1500 (450Kw) 1,500,000 B`I`U/Hr output wood
pellet boiler as the primary heating source in the existing mechanical room.
D. Install a 500 gallon insulated ASME rated heating water storage tank to increase
operating efficiency of system.
E. Install an auger feed system from silo to wood pellet boiler.
P. One existing oil boiler (RH) will be left in place for supplemental heat.
G. Install new heat piping, pumps, and controls from new boiler to
existing mechanical system.
H. Install new boiler injection pumps & heating system service valves.
I. Install second high limit & low water cutoff controls on boiler.
J. All new components to be supported solidly on unistrut steel channel.
K. Provide control, burner, and pump wiring with separate service switches.
L. Perform system startup with factory technician, burner adjusting, & balancing.
M. Provide basic mechanical room training for maintenance staff.

All work performed by The Plumbing & Heating Company is guaranteed against
defects in materials and workmanship for a period of two (2) years from the date of
completion. All material is guaranteed to be as specified.

A 75% down payment is required for job scheduling and .materials.

At the regular city council meeting of August 23, 2011 you presented information
pertaining to the availability of an energy -related grant. The grant is being offered
through the US Department of Agriculture and would provide funding to convert an
existing oil -fired boiler to one that is pellet -fired.
As you indicated, one of the requirements in applying for the grant for the school was
that you needed the support of the City Council. This letter is provided as verification
that the City Council is in support of and endorses your application for the USDA grant.

pursuit of this grant and also to commend you for your efforts in reducing the cost of

To whom it may concern,
We have been working with the Kake School District (KSD) to try to find a solution to rising
energy costs which are dramatically affecting KSD's ability to provide a setting and educational
experience on par with the rest of the State.
KSD currently pays well over $5.001gal and the fuel delivery company can only deliver 100 gallons
at a time. We will be able to provide premium wood pellets at a price equivalent closer to $2.75 a
gallon. Unlike volatile fossil fuel pricing, wood pellets are bought and sold on yearly contracts and
only the price of shipping's variable fuel surcharge affects pellet prices. There is also the ability to
store wood: pellets in shipping containers meaning thaf KSD could choose to purchase all of their
pellets for the year and not have any price variability.
One of the biggest benefits of this project is that by converting the KSD this creates the"anchor
demand" which justifies brining in the delivery equipment and technology into Kake and allows
other building owners and residents to switch off of costly heating oil and switch to cleaner burning,
carbon neutral, cheaper wood pellets.
This project is a win/win no matter how you look at it, and we here at Haa Aani, LLClSealaska look
forward to this project and making premium wood pellets available to Kake residents, businesses,
and government facilities.
