Dear Mr. White
The City of Ketchikan dba Ketchikan Public Utilities (KPU) is pleased to submit the
enclosed Application for Renewable Energy Fund Round V Grant for the proposed Whitman
Lake Project. The project will install 4.6 MW of hydropower generating capacity at an existing
dam, supporting near -term capacity demand increases in the Ketchikan area and displacing
diesel generation as existing renewable energy resources becomes fully utilized. It will also
replace the aging water supply system of the Whitman Lake Hatchery, providing increased
water quantity, reliability and redundancy to a facility that is critical to the Southeast Alaska
commercial fishing, seafood processing and sportfishing industries.
KPU submits this application to fund Construction (Phase IV) of the Whitman Lake
Project. KPU is requesting a grant in the amount of $3,300,000 and will provide local match
funds and other funding sources to meet the total construction cost of $24,050,000. The project
is licensed by the Federal Energy Regulatory Commission (FERC No. 11841) and has obtained
all necessary permits. KPU expects to award an equipment procurement contract in November
2011, and begin construction in the summer of 2012_
KPU acknowledges and agrees that the Project shall be constructed, owned and
operated for the benefit of the general public and will not deny any person use and/or benefit of
Project facilities due to race, religion, color, national origin, age, physical handicap, sex, marital
status, changes in marital status, pregnancy or parenthood.
