WHEREAS, Southeast Alaska Power Agency is a Joint Action Agency organized pursuant to State Statute; and, WHEREAS, Southeast Alaska Power Agency owns the Tyee Lake and Swan Lake Hydroelectric Projects in Southeast Alaska, which provides renewable hydroelectric power to Ketchikan, Wrangell, and Petersburg; and, WHEREAS, Southeast Alaska Power Agency recognizes that additional renewable resources will be needed in the future to meet loads in Petersburg, Wrangell, and Ketchikan; and, WHEREAS, Southeast Alaska Power Agency recognizes that wind power is a renewable resource and desires to determine the feasibility of utilizing wind turbines to supplement existing hydro resources that provide power and energy to the communities of Ketchikan, Petersburg, and Wrangell, and, WHEREAS, Southeast Alaska Power Agency also recognizes that additional interties may be built to serve communities, including Kake and Metlakatla, and additional generation resources may also be required to serve those loads, and WHEREAS, Southeast Alaska Power Agency recognizes that the proposed inter- connection to Kake will require an electrical engineering inter -connection study that recommends steps to be taken to ensure the delivery of power to existing customers is not degraded nor compromised; and WHEREAS, Southeast Alaska Power Agency is in compliance with all federal, state, and local laws including credit and federal tax obligations; NOW, THEREFORE, BE IT - RESOLVED, that the Southeast Alaska Power Agency Board of Directors approves the application for project funding from Round V of the Alaska Energy Authority Renewable Energy Grant Program in the amount of $142,500 of which the Southeast Alaska Power Agency will provide a 5% match of JZ,5w for Phase I (Reconnaissance) and Phase II (Feasibility Analysis, Resource Assessment, and Conceptual Design) of a Wind Study for the areas of Ketchikan and Gravina Island; and, RESOLVED, that the Southeast Alaska Power Agency Board of Directors approves the application for project funding from Round V of the Alaska Energy Authority Renewable Energy Grant Program amount of t=# :00 of which Southeast ?Alaska Power i Agency will provide = :« S match «»U.070 4< Phase (Reconnaissance) of a Wind Study, for all areas from the Bailey Power Plant Petersburg; and, RESOLVED, that: Southeast © Alaska Power Agency Boar of : a > »approves the application for project funding from Round V of the Alaska Ener Authority Renewable Energy Grant Program amount of $78,000 of which ?§ Southeast /=ya Power Agencwill provide a15% match of $�0 for an electriengineering inter -connection study for the proposed inter -connection to Kake; and, »v<=>■=«=»wa.«?°y»:� ? w «»<w�:.\«a=.z«=+t�®a PASSED ND APPROVED by .l constituted quorum of the ?oy=w: Alaska PoweAgency ay of August, 2011. ) y / A � . ^ aes Freeman, h| of the Board ATTEST: � sow a r S E A P A Southeast Alaska Power Agency SOUTHEAST ALASKA POWER AGENCY BOARD MEETING MINUTES (AUGUST 18, 2011) 1900 1"Avenue, Suite 318 Ketchikan, Alaska 99901 Ph: (907) 228-2281 • Fax: (907) 225-2287 www.seapahydro.orc Approval of Resolution to submit three (3) AEA Renewable Grant Applications for Wind Studies and Electrical -Engineering Inter -Connection Study for Proposed Inter -Connection to Kake9 authorization for CEO to sign grant applications, commit to obligations, and establishing point of contact. ®ATE MQTION ZZO MOVED SECOND FINAL `ROTE: AYES: NAYS: Richard Coose,' Ohm ti,WA1b Mike.ICliae Charles Freeman - Jeremy Maxand Joe Nelson
