Dear Jon:
As we discussed, the community of Angoon suffers from extremely high energy costs due in
part to its dependence on diesel electric generation. Inside Passage Electric Cooperative
("IPEC"), as the member -owned, State certificated and regulated electric utility for Angoon,
strives to reduce electric rates to Angoon's members by reducing the cost of generation.
IPEC is interested in Blue Energy's tidal energy project for Angoon to the extent that it aids IPEC
in reducing electric generation costs for the community. We understand that Blue Energy is
applying for funds from the State of Alaska's Renewable Energy Fund to study the feasibility of
tidal energy generation at Angoon, and we encourage and support your efforts.
If your project proves to be economically and operationally feasible, IPEC may be interested in
partnering or purchasing the Angoon project from Blue Energy for the sole benefit of its
member -owners. As a non-profit entity, IPEC's goal is to provide the lowest possible cost to
ratepayers consistent with safe and reliable utility operation.
It is our hope that Blue Energy's tidal energy technology can provide significant rate benefits to
Angoon, and that it may be applied at other IPEC communities, or at other coastal communities
throughout our vast State. We wish you luck with the project, and we will do our best to aid
your efforts by providing information and support.
