RE: Copper Valley Electrical Association's Preliminary Permit Application for Silver
Lake.
Dear Ms. Bose and Mr. Davis;
I am writing on behalf of The Tatitlek Corporation, which owns the surface
rights to lands adjacent to and downstream of the proposed Silver Lake hydroelectric
site.
Copper Valley Electrical Association has contacted The Tatitlek Corporation
about its intent to apply for a preliminary permit and conduct feasibility studies to
evaluate the possibility of building a hydroelectric plant at the site. The Tatitlek
Corporation supports granting a preliminary permit to Copper Valley Electrical
Association, and is willing to work with the energy utility as it studies the site. The
corporation understands that such studies will require access to our lands for
conducting surveys and for placement of testing monitors.
At this time The Tatitlek Corporation believes such access and development
could be compatible with its uses of the lands. If you have any questions or need
further information, please feel free to contact me.
Sincerely,
Lloyd Allen,
Chairmen of the Board of Directors
The Tatitlek Corporation

Re: Copper Valley Electric Association, Inc. Preliminary Permit Application for Silver Lake
Dear Ms. Bose,
Chugach Alaska Corporation (Chugach), is the Alaska Native Regional Corporation for the
Chugach region established pursuant to the Alaska Native Claims Settlement Act of 1971, as
amended, 43 U.S.C. § 1601, et seq. ("ANCSA"), and is the owner of record for the land
surrounding Silver Lake, along and including a portion of the submerged lands beneath the Duck
River via United States Patent 50-92-0636. We are submitting this letter in regards to Copper
Valley Electric Association, Inc.s (CVEA) intent to file a preliminary permit application to
conduct feasibility studies for the Silver Lake Hydroelectric Project.
It is Chugach's intent to work closely with CVEA during this preliminary phase and issue a Land
Use Permit for placement of stream gauges, data collection and those activities associated with
the preliminary feasibility studies on corporation land. We support CVEA's interest and
research to determine the feasibility of a hydroelectric facility at this location.
Sincerely,,
Davi
