RESOLUTION 2009-31
A RESOLUTION OF THE CITY OF GALENA TO SUPPORT THE
RENEWABLE ALTERNATIVE ENERGY
Whereas, the City of Galena operates the Electric utility as well as the Water and
Sewer Utilities and the Landfill maintenance and trash collection operations; and
Whereas, the operation of all the utilities on the BRAG Air Force properties
became the City's responsibility to operate and maintain on 1 October 2008; and
Whereas, the high cost of fuel and the resulting high cost of electricity has
caused a reduction in revenue from general conservation and has increased the cost to
provide water and sewer services to our residents, and
Whereas, this reduction in revenue may cause a loss of jobs among employees
in the City, and
Whereas, the high cost of utilities and the loss of jobs forces families to leave our
community to look for work in the urban areas of the state, and
Whereas, the outlook for fuel prices is for them to continue to rise and any
money used to purchase fuel leaves our community, and
Whereas, the conversion to using Biomass harvested locally, to generate all the
needed electricity for the community and the required steam for heating the Air force
buildings used by the school district for the boarding home school creates new jobs here
in the community and will stabilize our cost for utilities, and
Whereas, locally harvested biomass could also be used to produce pellets that
could be used to reduce the cost of heating homes for all the Galena residents and
those in surrounding communities as well, and
Whereas, Galena would have the capacity to provide electricity to several of the
surrounding communities and help moderate their cost for energy as well, thus
Therefore Be It Resolved, that the City of Galena will enter negotiations with
any IPP (Independent Power Producer) that would come forth with a plan to build and
operate a biomass fueled power production plant to purchase wholesale electricity and
steam for central heating purposes on a long term contract.
