Subject: Decision needed on Round IV renewable energy grant
RE: Pending grant award for solar system assessment project in Lime Village
Dear Ms. Johns:
In September of 2010, the Lime Village Traditional Council (LVTC) submitted a grant application
to the Renewable Energy Grant Recommendation Program for a $69,000 grant to upgrade the
existing solar energy system in Lime Village. The application was approved for funding at a
reduced amount of $25,000 for system evaluation however, the grant has not been awarded because
of planned changes to the village power generation system. Please respond to this letter within
three weeks in order to avoid cancellation of the grant award.
Since the application was written four years ago and was approved for a more limited scope and
budget, the needs of the community may no longer coincide with the application as approved. If
LVTC decides to request award of this grant, please submit an updated scope, schedule and budget
that is consistent with Alaska Energy Authority’s (AEA) direction to fund a system evaluation.
Below are the comments from AEA at the time when the application was reviewed:
“LVTC proposes refurbishing the existing 12 kW photovoltaic-diesel hybrid system in Lime
Village. The system was installed in 1999-2001 with donations by British Petroleum and
Siemens for the PV panels. Although the panels are reportedly operable, the charger-
inverter and control system does not work. The status of the ~100 kWh lead acid battery
system is unknown. AEA notes that the efficiency of the Lime Village power system is very
low (7.88 kWh/gal).
Given the remoteness and very high cost of fuel in Lime Village, it makes sense to
determine if and how the system can be reactivated before allocating funds for the task.
$25,000 is a reasonable estimate for system evaluation.
Recommend partial funding for system evaluation.”
