HomeMy WebLinkAboutReso 08-110 authorizing AEA applicationCITY OF HOMER HOMER, ALASKA City Manager RESOLUTION 08-110 A RESOLUTION OF THE CITY COUNCIL OF HOMER, ALASKA, AUTHORIZING AN APPLICATION FOR FUNDING TO THE ALASKA ENERGY AUTHORITY'S RENEWABLE ENERGY GRANT PROGRAM FOR A PRECONSTRUCTION GRANT TO ASSESS THE FEASIBILITY OF GENERATING POWER FROM KACHEMAK BAY TIDAL CURRENTS. WHEREAS, Many energy experts believe that tidal power has potential for electricity generation that is more predictable than either wind energy or solar power; and WHEREAS, Kachemak Bay has one of the largest tidal ranges in the world; and WHEREAS, The City of Homer has title to submerged lands adjacent to the Homer Spit and could obtain a permit from the Federal Energy Regulatory Commission to develop tidal power; and WHEREAS, The Homer Climate Action Plan adopted by the Homer City Council states that the City will "research, develop and utilize renewable/alternative energy;" and WHEREAS, Development of tidal power resources could provide a significant clean renewable energy source for the City while also substantially reducing greenhouse gas emissions; and WHEREAS, The Alaska Legislature has established a renewable energy grant fund with initial appropriations to the fund totaling $100 million; and WHEREAS, The Alaska Energy Authority has issued a Request for. Applications for the purpose of evaluating and recommending projects to be funded by the renewable energy grant fund. NOW, THEREFORE, BE IT RESOLVED that the Homer City Council supports and authorizes City staff to submit an application for funding to the Alaska Energy Authority's renewable energy grant program for a preconstruction grant to assess the feasibility of generating power from Kachemak Bay tidal currents. BE IT FURTHER RESOLVED that the Homer City Council recognizes that a significant local match is required under this program. BE IT FURTHER RESOLVED that Public Works Director Carey Meyer is authorized to represent the City of Homer for purposes of this application. Page 2 of 2 RESOLUTION 08-110 CITY OF HOMER BE IT FINALLY RESOLVED that the Homer City Council hereby states that the City of Homer is in compliance with all federal, state, and local laws including existing credit and federal tax obligations.
