resolution authorizing the Port Graham Village Council to apply for funding from the State of Alaska
newable Energy Grant Program to further the development of alternate energy sources for Port
aham. This funding will be used to complete all work to provide Port Graham with the appropriate
hnology to provide electricity and a heat or fuel source that will reduce the overall energy costs for the
nmercial, administrative buildings and the residences of the Native Village of Port Graham. These
ids will also be used to establish a tribal utility.
RE.AS, Port Graham Village Council has a Tribal Council representing the Tribal
people of Port Graham; and
The village of Port Graham, Alaska has been experiencing increasing heating
and power costs due to price increases for oil and natural gas; and
EREAS The energy needs of the Chugach region are prohibitively expensive for
communities and individuals alike and these areas need inexpensive
alternative electricity and by-product options; and
HF.REAS, Port Graham Village Council seeks to reduce its power and heat costs and
have those costs be more stable than oil or propane costs; and
EREAS, The village has a need for industrial power to at least supply more cost
effective power and heat for community buildings, homes, and the Port
Graham Cannery; and
Port Graham Village Council seeks to provide year-round employment
opportunities for tribal members; and
EREAS, The Port Graham Village Council has conducted a U.S. Department of
Energy Woody Biomass Feasibility Study that was completed July 2007
which demonstrated that there are several other less expensive options for
heat, power and steam for the village of Port Graham; and
Port Graham Village Council will work closely with the organization known
as Chugachmiut to partner in developing this project; and
Port Graham Village Council authorizes Pat Norman, First Chief to commit
to the obligations under this grant, including stated matching resources listed
in this application; and
WHEREAS, Port Graham Village Council authorizes Patrick Norman, Chief to
represent the Council for purposes of this application; and
WHEREAS, Port Graham Village Council certifies the organization is in compliance with
applicable federal, state and local laws including existing credit and federal
tax obligations; and
NOW THERREFORE LET IT BE RESOLVED THAT the Port Graham Village Council commits to this
project, the use of the Tribal Council Community Room for Project Progress Meetings to he held at least
bi-monthly through the life of this project. The amount charged by the Council for the use of the
Community Space is a daily fee of $150/day times sixty (60) meetings for a total fee of $9,000.00; not
including the services provided by Chugachmiut which will be addressed by their Letter of Commitment
and entered into the over all Project Budget.
NOW THEREFORE LET IT BE RESOLVED THAT the Port Graham Village Council is poised to
commit Council owned land for the Combined Heat and Power Plant, which will be centrally located
within the community once the most appropriate location has been determined.
NOW THEREFORE LET IT BE FURTHER RESOLVED THAT the Port Graham Village Council
desires to apply for the funding to accomplish Phases III and IV of the Renewable Energy Grant Program
to further the development and implementation of alternate energy sources for Port Graham.

the Council consists of ) duly elected tribal representatives; AND that this Resolution No, 09- d_i was
considered and adopted at a duly convened meeting of the Port Graham Village Council at which a
quorum of the members was present and voting; AND that the vote taken was 1 for D against and
b abstain/absent.
