RESOLUTION NO. 10-11
A RESOLUTION OF THE CITY OF ANGOON, ALASKA,
AUTHORIZING THE CITY TO FILE State of Alaska AEA
Renewable Energy Grant Program Funding and matching US
FEDERAL GRANTS AND FEDERAL AND STATE
APPROPRIATIONS TO FUND THE DEVELOPMENT OF
RUTH AND SCENERY HYDROELECTRIC PROJECTS
WHEREAS, The City of Angoon is Class II City authorized to operate and provide services,
including energy development, production, transmission, utilization and distribution of power services
to its citizens as allowed by Alaska law;
WHEREAS, The City of Angoon provides water and other essential utility services to the citizens of
Angoon, Alaska and has in the past provided energy services;
WHEREAS, The City of Angoon is a High Energy Cost Community as identified by the USDA Rural
Utility Service and that the cost of electricity in Angoon is over 500% (5 times) the national average
for a cost of a kilowatt hour of power;
WHEREAS, There exists a need for low cost power for municipal operations, Angoon citizens as
well as to create economic development, jobs and to improve the financial competiveness of our local
businesses as well as to enhance City of Angoon revenue from hydropower developments;
WHEREAS, The City of Angoon is authorized as a municipality of the State of Alaska to own,
develop, produce, operate, transmit and distribute power and has filed FERC hydropower preliminary
permits with the Federal Energy Regulatory Commission;
WHEREAS, The City of Angoon must seek and establish funding sources to develop and construct its
FERC permitted project(s)
WHEREAS, The City of Angoon is on record of passing a resolution creating an Energy Department
and authorizing the City to seek of funds for our FERC projects.
NOW, THEREFORE BE IT RESOLVED that the City of Angoon authorizes the Mayor of Angoon
to file, receive and make commitments for grant funds, appropriations, loan guarantees and necessary
financial arrangements to specifically include AEA and State of Alaska Renewable Energy Grant
funds, Federal funds and other State funds to construct, own, operate, maintain, manage and direct the
development, transmission, utilization and distribution and arrange financing for the City of Angoon
FERC hydropower energy facilities and energy services;
